About the position

Under the direction of the Director of Workforce Development, the Workforce Development Manager - Vocational Rehabilitation is responsible for the successful development, implementation, and ongoing operation of mission-related activities specific to people with disabilities in alignment with organizational workforce development models and program design in the greater Sacramento region. This position is responsible for overseeing programs that break down barriers to employment for the clients we serve.

Responsibilities

  • Supervises day-to-day operations of DOR programs, ensuring timely and effective delivery of employment and training services.
  • Provides guidance and support to DOR program staff, including onboarding, training, scheduling, and performance evaluations.
  • Monitors, tracks, and reports on key performance metrics; ensure accurate documentation and data entry in Case Worthy and other systems.
  • Reviews and approves Individual Service Plans (ISPs), case notes, and other client documentation for quality and compliance.
  • Serves as the primary liaison between Goodwill and DOR counselors, maintaining strong working relationships with referral partners.
  • Ensures compliance with all contractual requirements, internal policies, CARF standards, and applicable regulations.
  • Conducts quality assurance checks and implements continuous improvement strategies.
  • Leads demand-driven job development efforts and promotes inclusive hiring among community employers.
  • Participate in strategic planning for program development and expansion.
  • Prepares for and supports audits, grant reporting, and site reviews.
  • Maintains working knowledge of current labor market trends and best practices in vocational rehabilitation.
  • Represents Goodwill at public events, job fairs, and presentations to increase program visibility.
  • Promotes mission alignment and co-enrollment opportunities across workforce programs and community partnerships.
  • Develops and manages the program budget in coordination with the Director of Workforce Development.
  • Monitors financial performance using monthly reports, ensuring revenue and expenses align with approved budget.
  • Collaborates with Finance and Grants teams to ensure accurate billing, grant compliance, and diversified funding streams.
  • Ensures program documentation, files, and incident reporting are accurate and up to date.
  • Performs other duties as assigned.

Requirements

  • Bachelor's degree in Human Services, Vocational Rehabilitation, Psychology, or related field (Master's degree preferred).
  • Minimum of 2 years of experience in workforce development or vocational rehabilitation, including at least 1 year in a supervisory or leadership role.
  • Knowledge of DOR programs, policies, and service models.
  • Familiarity with trauma-informed care, person-centered design, and disability-inclusive practices.
  • Strong leadership, organizational, and time management skills.
  • Excellent written, verbal, and interpersonal communication skills.
  • Proficiency in Microsoft Office and data systems (e.g., Case Worthy).
  • Experience with CARF standards is preferred.
  • Bilingual (Spanish/English) preferred but not required.
  • Reliable transportation with the ability to travel to multiple sites as needed.
  • Must provide proof of identification and eligibility to work in the United States.
  • Must pass drug screening and background screening.
  • Must have access to reliable transportation that does not interfere with performing the essential functions of the job description.
