About the position

The Director of Operations (DO) is responsible for the support and management of Santa Rosa Community Health (SRCH) operations across all assigned departments and health centers. Under the direction of the COO and in collaboration with organizational operations leadership, supports complex, strategic programmatic planning, project implementation, and improvement across all assigned departments and health center/s. The DO is responsible for supervision, management, and leadership development of assigned health center managers and department managers. They are responsible for project management of operational initiatives, general day-to-day operations escalations as they pertain to improving processes, workflows, maximizing productivity and clinical outcomes. Oversight responsibilities include all non-clinical aspects of service delivery for medical, dental, behavioral and mental health teams, and others as assigned by the COO.

Responsibilities

  • Ensures a patient-centered environment is met at all assigned departments and health centers.
  • Serves as the main point of contact for COO at assigned departments and campuses.
  • Supports implementation of new operational policies and procedures, workflows, and services.
  • Develop operational processes, workflows and training to support operational efficiency at all assigned departments and campuses.
  • Coordinates with other DOs and COO to ensure organizational operational leadership coverage during planned and unplanned absences.
  • Coordinates and participates in recruitment efforts of staff at assigned health centers and departments.
  • Works closely and collaboratively with the Site Clinical Director/s and organizational clinical leadership team.
  • Develop, document, and evaluate processes, procedures, and systems to improve the organization's efficiency and patient experience.
  • Accountable for fiscal performance and achievable quality goals with the Clinical Director/s of their assigned health center/s, departments, and programs.
  • Works with fiscal staff to ensure accountability for expenses and revenues in alignment with SRCH policies and procedures approved by the Chief Financial Officer (CFO).
  • Responsible for annual budget process for their assigned departments and health centers.
  • Supports achievement of organizational mission, and goals within the Board's approved strategic plan at their assigned campuses.
  • Establishes and monitors a system to assist with the resolution of patient grievances.
  • Key member of their assigned health center/s, departments, and the organization's Risk Management team.
  • Monitors and evaluates data on access, quality and operational systems and incorporates the same into the achievement of the site and the agency's mission and goals.
  • Serves as a mentor to Managers and Supervisors at their assigned health center/s and departments.
  • Develop and sustain systems to ensure compliance with all appropriate state, federal, and local laws and regulatory requirements for a 330 funded Community Health Center.
  • Responsible for oversight of accrediting body audits for assigned health centers and departments.
  • Oversight of supervision and development of non-clinical staff at the assigned health center/s.
  • Works closely with site Clinical Director and Managers in oversight of provider and support staff recruitment, onboarding and scheduling.
  • Clearly communicates in a multi-directional manner regarding goals, strategies, and to fulfill all other communication needs.
  • Works closely with the Residency programs to ensure an outstanding educational experience for residents.
  • Provide operational guidance for academic partnership/s, accrediting bodies, didactics, specialty rotations, and any events related to the Advance Practice Fellowship, Physician Residents, and others as assigned.
  • Serves as the operational liaison for contracted lab services at their assigned campuses.
  • Collaborate with staff to develop and maintain optimal use of the practice management and EMR system.
  • Prepares and submits operations reports for organizational decision support as requested.
  • Participates in agency's Leadership Team, including agency-wide strategic planning and ongoing collaboration with the team.
  • Acts as liaison with the Department of Health Services on the county and state level.
  • Chairs and participates in interdisciplinary meetings with staff at various levels as assigned by the COO.
  • Responsible for meeting all assigned projects to completion independently and collaboratively.
  • Collaborate with organization-wide departments, teams, and staff to develop goals, introduce new services, trainings, and systems.
  • Must be familiar with the Collective Bargaining Agreement in the direct and indirect supervision of any union-represented staff.
  • Ensures timely, accurate submission of timekeeping processes to payroll for all assigned departments and health centers.
  • Develop and use innovative thinking to support SRCH's mission.
  • Collaborates with the SRCH's other Directors of Operations, Managers, Supervisors, and department managers on issues of quality and organizational goals.
  • Act as champion for Great Place To Work and Awesome Patient Experience.
  • Responsible for operational and financial performance of assigned departments and health centers.
  • Ensures compliance with agency wide policies, protocols, and initiatives.
  • Participate in ongoing training.
  • Other duties as assigned by COO.

Requirements

  • Bachelor's degree in health administration or related field or a minimum of five years progressive related experience, or equivalent combination of education and experience required.
  • Master's Degree in related field preferred.
  • Minimum three years' experience in managing or directing community health centers preferred.
  • Large clinical program and/or organizational department or program experience preferred.
  • Experience in project management and leadership.
  • Health Care Industry experience required.
  • Minimum five years direct supervisory experience preferred.
  • Experience planning, implementing and evaluating programs.
  • Fluency in English/Spanish preferred.

Nice-to-haves

  • Demonstrated excellence in operating an SRCH health center preferred.
  • Ability to work with Cross Site teams to plan and implement organizational goals and logistically support quality initiatives.
  • Ability to create and implement campus specific Quality Plan and Safety Plan.
  • Knowledge of regulatory requirements for 330 funded health centers preferred.
  • Ability to relate effectively with diverse people and organizations, including patients, employees, providers, residents, residency administration and faculty, and SRCH administration.
  • Demonstrates knowledge of compliance issues within the community health center environment.
  • Demonstrates a willingness to report any incident that is unusual or incompatible with accepted clinic procedures.
  • Strong interpersonal skills. Ability to be sensitive with persons of various social, cultural, economic and educational backgrounds.
  • Proficiency with Microsoft Office applications including but not limited to Outlook, Word, Excel and PowerPoint.
  • Strong organizational skills with ability to prioritize projects, work relatively independently, manage multiple tasks, and meet deadlines.
  • Excellent written and verbal communication skills.
  • Ability to work independently and as part of a team.
  • Good judgment, problem solving and decision-making skills.
