About the position

Due to continued growth in the transmission and utilities sector, Turner & Townsend are seeking a Director – Procurement Management to lead strategic procurement initiatives across major infrastructure programs. This role will focus on high-value utility projects including power transmission, distribution networks, and energy infrastructure.

Responsibilities

  • Lead the development and execution of procurement strategies for large-scale utility and transmission projects.
  • Provide expert guidance on procurement models tailored to regulated utility environments.
  • Oversee the end-to-end procurement lifecycle, including RFP development, vendor evaluation, contract negotiation, and award.
  • Collaborate with engineering, construction, and regulatory teams to ensure procurement aligns with technical and compliance requirements.
  • Build and maintain strong relationships with utility clients, regulatory bodies, and key suppliers.
  • Drive innovation in procurement practices, including sustainability, digital procurement tools, and risk mitigation strategies.
  • Mentor and lead a team of procurement professionals across multiple project sites.
  • Ensure adherence to industry standards, regulatory frameworks, and internal governance.
  • Bring expertise in EPC/EPCM delivery models for large-scale, complex utility and transmission programs.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

Requirements

  • Bachelor’s degree in supply chain, engineering, business, or related field (Master’s preferred).
  • 10+ years of procurement and/or project management experience in the utilities or infrastructure sector, with a focus on transmission or energy projects.
  • Deep understanding of FERC, NERC, and other regulatory frameworks impacting utility procurement.
  • Proven leadership in managing complex, multi-contract procurement programs (preferred).
  • Strong commercial acumen and negotiation skills.
  • Excellent stakeholder engagement and communication abilities.
  • Demonstrated experience managing procurement in North American utility markets, with familiarity in regional regulatory and commercial practices.
  • Experience managing procurement programs in the Northeast U.S., with knowledge of regional utility regulations, permitting processes, and supply chain dynamics.
