Responsibilities

  • Proactively address the Product Manager's (PdM) needs, leveraging critical thinking skills to develop and implement solutions for both routine challenges and unique situations.
  • Provide comprehensive acquisition support to the PdM, including contract management, document preparation and coordination, and administrative tasks for contract-related deliverables.
  • Interface with Original Equipment Manufacturer (OEM) and lead the development and negotiation of new task orders, contract modifications, and engineering change proposals.
  • Manage engineering contracts monitoring execution and performance and ensuring successful project delivery within budget and schedule.
  • Advise on contracting strategy, prepare contracting documents, and coordinate activities with Army Contracting Command.
  • Lead the development, review, and formatting of key acquisition documentation, ensuring compliance with DoD and Army standards.
  • Participate in technical evaluations.
  • Provide input to Program Objective Memoranda (POM) and budget submissions.
  • Participate in product Integrated Product Teams (IPT), test events, and product demonstrations.
  • Assist in providing contract oversight for assigned products.
  • Monitor cost, schedule, and performance of contracts, proactively identifying and mitigating risks.
  • Possess working knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Provide cost/benefit studies, financial analysis, analysis of alternatives, return on investment, cost estimation, present value, and other analyses as required.
  • Analyze, prioritize and recommend appropriate courses of action supporting the PdM's organizational policies and tracks actions to completion.
  • Develop and deliver briefings, reports, and presentations to senior leadership.
  • Develop briefings, reports, and presentations for General Officer leadership.
  • Review and consolidate SmartCharts (Program Reviews) input and prepare for high-level meetings.
  • Facilitate communication and collaboration between government stakeholders (Program Executive Office, Department of the Army, Office of the Secretary of Defense, etc.), industry partners, and other stakeholders (test community, requirements community).
  • Research data, analyze information, synthesize options, and make sound recommendations to PdM and STARE Project Manager leadership.

Requirements

  • Bachelor's degree in a relevant field of Engineering, Business, or Management
  • 5+ years' of relevant work experience
  • Understanding of the Federal Acquisition Regulation (FAR) and DoD contracting procedures
  • Ability to work independently and as part of a team
  • Proficiency with Microsoft Excel, Word, and PowerPoint
  • Bachelor's degree and 12 years in DoD acquisition and Program Management (desired)
  • Must have a Secret clearance
