About The Position

The Mayor's Office of Homeless Services (MOHS) is the designated lead agency for the CoC and works to implement federal, state, and local policy and best practices in addition to administering and monitoring homeless services grants. MOHS administers approximately $48 million annually for programs that include street outreach, emergency shelter, transitional housing, rapid rehousing, permanent supportive housing, Housing Opportunities for Persons With AIDS (HOPWA), meal programs, and eviction prevention. Each year, through a network of partner providers, the homeless services program delivers housing and supportive services to over 25,000 individuals and families. More information can be found at: https://homeless.baltimorecity.gov/The Baltimore City Mayor’s Office of Homeless Services (MOHS) is seeking a dynamic professional for an Accountant Supervisor position within its Fiscal section. The incumbent will perform work such as planning, scheduling, and coordinating work for the Fiscal staff. This position has supervisory responsibilities, and reports to the Chief of Fiscal Services, MOHS.

Requirements

  • Education: Have a bachelor’s degree in accounting from an accredited college or university.
  • Experience: Have five years progressively responsible experience in performing accounting work.
  • OR Equivalency Notes: Equivalent combination of education and experience including 30 credits in accounting and business law and 6 additional credits in statistics or data processing.
  • Knowledge of accounting and routine auditing practices and procedures.
  • Ability to maintain accounts and compile and write financial reports.
  • Ability to assign and review the work of others; supervisory ability.
  • Ability to speak and write effectively; high level of communication skills.
  • Analytical ability; ability to analyze and resolve accounting problems
  • Ability to establish and maintain effective working relationships with associates and City agency representatives.
  • Candidate must be a self-starter, with sound judgment.
  • Candidate must be a team player with the ability to prioritize multiple tasks.
  • Work must be timely and attention to detail is necessary.
  • Must be competent working with Microsoft Office® and communicating via e-mail.

Nice To Haves

  • Knowledge and experience with Federal and State grants is preferred.
  • Knowledge and experience working with State and Federal grants is preferred.

Responsibilities

  • Oversight of Federal, State and Private funding
  • Provides timely and ongoing fiscal reports related to grants to the Chief Financial Officer
  • Proficient with accounting software programs
  • Must be able to put together the financial statements for up to 100 grants
  • Delivers monthly expense reports, variance analysis and reconciliations to the general ledger demonstrating flawless attention to detail and ability to consistently generate a high-quality work product
  • Provides explanations and recommendations for variances from budget and discuss with program personnel to ensure their knowledge and understanding
  • Reviews transactions for compliance with applicable grant and contract terms internal policies and procedures
  • Strong knowledge and familiarity with the rules and regulations and reporting requirements for all funding streams received by the agency
  • Provide technical and analytical support for the preparation of the organization’s annual operating budget including providing technical training to the Program staff.
  • Supervises the work of accounting personnel by assigning, reviewing and evaluating the work; disciplines subordinates; Trains new employees in accounting procedures.
  • Oversees the maintenance and processing of accounts and the preparation of statistical, payroll and accounting reports, procurement requests and invoice processing.
  • Monitors and accounts for assets, liabilities, invoices and expenses. This includes tracking and analyzing grants and contracts expenses; developing strategies to ensure timely grant spending; providing Technical Assistance to the Accounts Payable staff and homeless services providers.
  • Prepares City agency budget by compiling budget data and recommending budget expenditures; monitors and approves budget expenditures.
  • Performs quarterly expenditure projections; reviews expenditure trends and projects year-end surplus/deficit for cost centers.
  • Establishes and revises accounting forms and procedures and accounts.
  • Prepares detailed financial reports for submission to funding sources.
  • Conducts special cost studies and analyses; compiles cost and statistical records
  • Maintains close relationships with other city agencies; coordinates with key people from City finance agencies to ensure timely processing of fiscal related transactions.
  • Confers with program managers and government officials on complex financial matters.
  • Compiles and writes periodic financial reports for management.
  • Prepares agency budget by compiling and projecting budget data and recommending and monitoring budget expenditures.
  • Reviewing accounting principles and procedures to ensure they are applied correctly in financial statements
  • Monitoring cash flow to identify problems with collections or disbursements
  • Preparing financial statements by applying accounting principles and procedures
  • Ensuring expenditures are in compliance with GAAP and federal OMB grant guidelines.
  • Performs related work as required.
