About The Position

The Department of Mental Health (DMH) is seeking an Accountant I, this position serves as the Accounts Payable liaison for the assigned facilities, sites and/or object classes. Incumbent prepares analysis of spending, reconciles vendor and employee accounts, prepares and processes payment documents, and prepares encumbrance modification requests as necessary. Duties and Responsibilities (these duties are a general summary and not all inclusive): Prepare and process all expenditure transactions using the Mosaic system. Ensure that all transactions are processed in accordance with the regulations, policies and procedures established by the Office of the Comptroller, as well as the Department of Mental Health. Reconcile the financial records and transactions with the vendor statements to verify accuracy of disbursements and to assist in the management of the fund balances. Correspond with the vendor community in order to resolve any discrepancies. Prepare necessary reports and analysis for projecting and monitoring expenditure activity related to the established budgetary objectives and parameters established in the respective spending plans. Prepare requests for encumbrance modification based on analysis of projected spending trends. Provide technical assistance to employees, vendors, contractors and the general public to ensure compliance with applicable policies and procedures governing the disbursement of funds. Maintain file systems for all transactions in a timely manner. Other related job duties as required.

Requirements

  • Ability to analyze and determine the applicability of accounting data, to draw conclusions and to make appropriate recommendations.
  • Proven ability to read and interpret documents such as financial reports, accounts and ledgers, maintain accurate records, prepare general and financial reports
  • Ability to perform mathematical calculations using formulas to solve accounting problems.
  • Capacity to exercise discretion in handling confidential information and exercise sound judgement.
  • Ability to gather information through questioning individuals and by examining records and documents.
  • Capacity to write concisely to express thoughts clearly and to develop ideas in a logical sequence
  • Ability to communicate effectively in oral expression.
  • Ability to establish rapport and maintain harmonious working relationships with others.
  • Applicants must have at least (A) one year of full-time, or equivalent part-time, professional experience in accounting or auditing, or (B) two years of full-time, or equivalent part-time, paraprofessional experience in accounting or auditing, or (C) any equivalent combination of the required (A) experience and the substitutions below.

  • Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing the operations of the Department of Mental Health Management & Budget division.
  • Knowledge of the state budgetary procedures, including terminology.
  • Awareness of Commonwealth accounting, purchasing, and accounts payable processes
  • Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities.
  • Knowledge of the types and uses of agency forms.
  • Given the served population, bilingual or multilingual fluency
