About The Position

The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina's environmental resources. The organization, which has offices from the mountains to the coast, administers regulatory programs designed to protect air quality, water quality, and the public's health, and works to advance in all-of-the-above energy strategy that fits North Carolina's needs. DEQ also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at DEQ facilities and through the state's school system. DEQ touches the lives of all North Carolinians in many ways to enhance and ensure our quality of life. This is a supervisory position and reports to the Controller. The primary purpose of this position is to manage the accounts payable team of technicians to provide general accounts payable support within the Financial Services Division (FSD) of the department. The successful candidate will oversee the accounts payable processes in the North Carolina Financial System (NCFS). This position is responsible for setting policies and procedures, tracking and reporting payment timeliness, developing and conducting training, and providing positive customer experience. The position works independently and is responsible for timely response to management assignments and division questions.

Requirements

  • Bachelor's degree in accounting, business administration, or other curriculum that would provide a core curriculum in financial management coursework from an appropriately accredited institution; or
  • Associate’s degree in accounting from an appropriately accredited institution and three (3) years of accounting or auditing experience; or
  • High school or General Educational Development (GED) diploma and four (4) years of experience as an accounting technician, three of which must have been at an advanced technical level or an equivalent combination of education and experience.

Nice To Haves

  • Knowledge of IRS 1099 reporting requirements.
  • Experience with the North Carolina Financial System (NCFS) is preferred but not required.

Responsibilities

  • Supervises 4 accounting technicians.
  • Timely and accurate processing of invoices, grant payments and employee expense reimbursements for the department.
  • Setting account payable policy, developing procedures and providing training to department staff.
  • Researching, analyzing and solving problems related to NCFS payments.
  • Compliance with policies and procedures of State Controller, State Budget, and the department.
  • Communication with internal and external parties concerning payment status and processing.
  • Tracking and reporting payment timeliness and analyzing trends to improve performance.
