This position requires that the incumbent work overtime (evening, weekends and holidays) if the volume of work dictates the necessity. This position is designated as telework‑eligible under the State of Maryland’s Telework Policy, after successfully completing the defined required training period. The position is responsible for the analysis and reconciliation of critical agency master file database files including the following: 1099R tax reporting files used to report calendar year end distributions to active, deceased, and retired members, in compliance with Internal Revenue Service rules and regulations. 1042S tax reporting used to report international retirees calendar year end distribution in compliance with Internal Revenue Service rules and regulations. Refund Master Files which record automated refunds (over 5,000 per year – more than $23 million) issued to members and their beneficiaries throughout the year. This includes voucher preparation and refund verification for all disbursements above the agency-established threshold. Processing and reconciling monthly-automated retirement payments to over 155,000 payees more than $250 million monthly. This includes preparation and reconciling of the payment voucher, verification for all disbursements above the agency-established threshold, and reconciliation to the General Ledger to ensure that all database transactions remain in balance with the Retirement Accumulation Fund. The Fund is comprised of twelve separate funds for each of the individual retirement/Pension systems (Teachers, Employees, State Police, etc.) administered by the Agency, and reconciliations must occur on a system-by-system basis for each Fund.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Five years of administrative staff or professional work.
  • Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Responsibilities

  • Assist in maintaining the integrity of the Refund Master file through the accurate and timely reconciliation of the automated update/maintenance jobs to the job output.
  • Reconciles the automated refund disbursement voucher to ensure that it accurately reflects refund payments to members and their beneficiaries.
  • Reconcile the monthly 1099 disbursements to retirees and beneficiaries, active members and deceased member beneficiaries.
  • Responsible for the preparation, analysis, identification, documentation, initiation and follow up on actions necessary for correction of the Agency’s General Ledger or 1099R data files.
  • Review of System Generated Reports. Reviews various system-generated reports designed to identify possible errors in the calculation of refund payments or the status of members.
  • Prepares monthly statistical data for active and retired members.
  • Monthly Retirement Check Register Reconciliation and Verification. Reconciles, reviews, and helps to prepare the automated monthly retirement check register voucher and disbursement.
  • Perform a monthly review and calculation of all automated benefit payments that exceed $5,000 for accuracy.
  • Payment Voucher Review and Approval. Audit manual and automated payment vouchers to ensure that all payments are 100% accurate and supported by the required documentation.
  • Prepares/Reviews Daily Data Processing Production Job Request Stream.
  • Retiree Health Deduction updates/Address Change review/ Retiree Tax Withholding/ Other Duties as assigned.
  • Performs special project work assigned by the Retirement File Maintenance Supervisor, Retirement Manager, Deputy Director of Data Control, or Director of Data Control.
