About The Position

HII's System Integration group is seeking an Advanced Training Systems Acquisition Engineer to join our Fleet Sustainment group. This is a full-time role located at our office in Virginia Beach, VA, with a telework option available on a case-by-case basis. The role serves as a vital contributor to the Integrated Training Systems Installation and Sustainment (ITSIS) program, directly supporting the execution of the U.S. Navy's modernization goals through disciplined engineering and configuration management practices. In this role, you will be responsible for the development and lifecycle management of Ship Change Documents (SCDs), aligned with the Navy Modernization Process (NMP). You will serve as the key liaison across stakeholders to ensure adherence to NMP business rules, configuration management protocols, and modernization milestones necessary for sustaining fleet readiness on Integrated Training Systems platforms.

Requirements

  • 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.
  • Expertise in Navy combat systems modernization aligned with the Navy Modernization Process (NMP) framework.
  • Direct familiarity with AEGIS and Ship Self-Defense Systems (SSDS) technical operations and interfaces.
  • Proficiency in Navy modernization policy, configuration management, and scheduling tools such as NDE NM and AMPS.
  • Technical expertise in installation drawings, system baselines, and evaluating hardware/software certifications.
  • Proven capability in multitasking, managing competing priorities, and maintaining high-quality deliverables in detail-oriented environments.
  • Strong interpersonal, analytical, and communication skills to facilitate collaboration across multi-level organizations.
  • Must be able to obtain and maintain a Secret security clearance.

Nice To Haves

  • Advanced experience with Navy Modernization Process Configuration Control Boards, risk adjudication protocols, and impact assessments.
  • A current, active Secret security clearance or higher.
  • Expertise in crafting and validating technical documents such as installation manuals, risk assessments, Fielding Plans, system impact evaluations, and SCDs.
  • Familiarity with combat system readiness requirements outlined in NMP governance policies and business rules.
  • Knowledge of Alteration Installation Teams (AITs) processes.
  • Prior experience working closely with Program Executive Offices (PEOs), PARMs, shipyards, and other modernization stakeholders.
  • Highly acquainted with Microsoft Office, especially in Microsoft Excel.

Responsibilities

  • Ship Change Document Development Serve as a subject-matter expert for the creation, validation, and tracking of Ship Change Documents (SCDs) as required by the Navy Modernization Process Management and Operations Manual (NMP-MOM) . Ensure SCDs comply with Navy Modernization Process milestones. Ensure SCDs align with Afloat Modernization Planning System (AMPS) and Navy Data Environment (NDE) configuration management modules for accurate scheduling, risk adjudication, and process transparency.
  • Modernization Process Execution Manage the integration of new hardware and software baselines into Combat Systems, such as the SSDS/AEGIS framework, in compliance with the NMP-MOM modernization milestones for operational and technical configuration control. Assist in the development of Fielding Plans, aligned with approved modification schedules, to ensure Integrated Training Systems upgrades are effectively synchronized with fleet priorities and resource availability. Collaborate with Program Area Resource Managers (PARMs), shipyards, NMP stakeholders, and Type Commanders (TYCOMs) during configuration reviews, risk evaluations, and scheduling adjustments under the guidance of Navy Modernization Business Rules.
  • Configuration Management & Governance Utilize NDE Navy Modernization (NDE-NM) and AMPS modules to maintain Configuration Items (CIs) and validate shipboard system baselines throughout the modernization lifecycle. Participate in Integrated Combat System (ICS) Configuration Control Boards (CCB) to facilitate modernization governance. Evaluate system-level impacts of proposed technical adjustments, ensuring alignment with Combat System Baselines and Fleet requirements. Analyze temporary and permanent engineering change directives, coordinating tailored plans for installation and future sustainment.
  • Stakeholder Engagement Serve as the liaison to shipyards, PARMs, and Warfare Enterprises (WFEs), reconciling government customer priorities with technical and operational requirements. Provide real-time updates to stakeholders on scheduling discrepancies, risk mitigation strategies, and fielding plan maturation.
