Requirements

  • Familiarization with DoD or Air Force Test Center test & evaluation processes
  • An engineering degree is not explicitly required but highly desired. An ability to understand engineering jargon and physics-based concepts is mandatory.
  • Experience leading technical teams
  • Experience managing complex projects
  • Experience applying technical and programmatic risk management or mitigation strategies
  • Strong written and verbal communication skills
  • Must be organized with the ability to multi-task effectively
  • Must be self-motivated and detail oriented
  • 2-5yrs experience working as an Engineering Project Manager, Project Engineer, etc.
  • Ability to obtain and maintain a Secret Clearance

Nice To Haves

  • 3-5 years of relevant experience with DoD and/or AEDC, Eglin, Wright Patterson, Edwards AFB, NAVAIR, Hill AFB, China Lake experience a plus (desired)
  • MBA or PMI/PMP certification
  • Experience with jet and/or rocket engines, aircraft, spacecraft, and associated test systems.

Responsibilities

  • Oversee and facilitate the planning, coordination, and execution of Aeropropulsion test programs.
  • Interface with test customers and technical SMEs to gather information and establish test requirements.
  • Develop, coordinate, and track test planning and readiness schedule.
  • Document and revise Advance Fund Requests.
  • Develop Rough Order of Magnitude (ROM) estimates – this document provides customers with a rough approximation for things like costs, test schedule, test consumables, required resources (fuel, electricity, water, etc.), manpower, etc.
  • Develop Statement of Capability (SOC) - the baseline agreement between the Arnold Engineering Development Complex (AEDC) and the Sponsor. This document establishes responsibilities, schedule, cost and related support requirements to execute the project as understood.
  • Develop planning documentation as required throughout the test project lifecycle.
  • Initiate periodic Test Planning Working Groups (TPWG) with test team to discuss test requirements, test planning, test readiness, and document meetings.
  • Tailor milestone list for each project complexity and mission requirements with TPWG support.
  • Communicate test and test-related maintenance, improvement and modernization, and technology requirements to the DO for scheduling consideration and identification of training opportunities.
  • Coordinate and schedule all project reviews which include Technical Review Boards (TRB), Safety Review Boards (SRB), and Test Readiness Reviews (TRR).
  • Lead TRR presentation with support from TE and TA.
  • Prepare monthly Test Management Review (TMR) materials and brief to squadron leadership.
  • Ensure deliverable timelines are met and closeout Test Projects.
