The Agency Buyer is responsible for performing the full range of procurement activities in accordance with State of Maryland procurement regulations, ensuring the timely acquisition of goods and services to support agency operations. In addition to core purchasing functions, the position manages critical office operations, including mailroom services, fleet coordination, asset maintenance, and general facilities maintenance. This role serves as a central operational resource for the Local General Administration Division, ensuring compliance, operational efficiency, and uninterrupted support to all program areas of the Charles County Department of Social Services.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • One year of experience in receiving, storing, issuing, purchasing and requisitioning supplies, materials and equipment.
  • Candidates may substitute 30 credit hours of education at an accredited college or university for one year of the required experience.

Nice To Haves

  • One year of experience performing procurement duties within public sector.
  • One year of experience using Financial Management Information System (FMIS) or other Enterprise Resources Planning (EPR) systems for procurement.
  • One year of experience utilizing Microsoft Excel.
  • One year of experience maintaining procurement records.

Responsibilities

  • Obtain bids for supplies, equipment and services according to Maryland law, COMAR
  • Prepare purchase orders or requisitions using the State’s Financial Information System (FMIS).
  • Process change orders to update accounting information.
  • Monitor and order the Agency’s office and mailroom supplies, forms via FMIS or the CPC system to ensure adequate stock.
  • Receive and distribute supplies and equipment.
  • Conduct routine follow-up with vendors and immediately initiate contact if there is a service/product issue.
  • Research and reviews invoices for accuracy and completeness, ensuring compliance with purchase orders, contracts, and agency procurement policies.
  • Research State Contracts Minority Business Enterprise (MBE) Small Business Reserve Programs (SBR) internet and catalogs to receive completive bids.
