About The Position

As an Airfield Safety and Security Specialist (Temp), you will inspect, monitor, and enforce safety and security procedures to help ensure physical safety and security during airfield construction projects at Reagan Washington National Airport. Airfield Safety and Security Specialist (Temp) This is a non-career, temp job. Serves in the Safety and Security Program of the Airport Operations Department at Ronald Reagan Washington National Airport (DCA). Conducts inspections and enforces compliance with the Airports Authority’s Safety and Security Program and Directives, Vehicle Control Program, airport specific safety and security procedures, Transportation Safety Administration Regulations, and Federal Aviation Regulations. Performs related functions.

Requirements

Three years of progressively responsible experience in airport operation/maintenance, general aviation, airline operation, or military or airport policing.
Knowledge of and ability to apply airport safety and security regulations (e.g., 49 CFR Parts 1542, 1544, and 1546 and 14 CFR Part 139) to conduct safety and security inspections and investigations.
Ability to ensure airport security and safety procedures are current, conduct Secure Identification Display Area training, and assist engineering and contractor with safety and security requirements.
Ability to detect unusual operations or regulatory noncompliance and take appropriate action in response to emergencies, incidents, and disasters.
General knowledge of aircraft operations and characteristics to identify unusual Movement Area operations that may adversely impact safe airline operation.
Ability to make detailed analyses of data and information and make recommendations.
Ability to speak and write effectively, with emphasis on communicating technical issues to nontechnical audiences
Skill in using a computer and office suite software, with emphasis on safety and security systems.
A high school diploma or a Certificate of General Education Development (GED).
A state driver’s license in good standing.
Operates a four-wheel drive Airport Operations Department vehicle airside (requires AOA permit and Driver Movement Certification).
Work requires driving a vehicle for long hours.
Working midnight shifts during Movement Area Airfield Construction Projects and day or evening shift when the Airfield project is outside of Movement Area.
Maintains situational awareness of nightly airfield construction activity to prevent Movement Area incursions or Security violations
May lift or move items weighting up to 30 pounds, such as debris.
Distinguishes color-coded ID badges and reviews items containing small print.
Work involves exposure to adverse weather conditions, high decibel noise, dust, grease, dirt, fumes, heat from aircraft, and moving vehicles and equipment.
Wears personal protective equipment, as necessary.
Works at night during airfield construction activities
Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.
Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, customer service, teamwork, and adherence to guidelines, effectiveness, and other factors.
A background security investigation will be required for all new hires.

Nice To Haves

Experience in airport operations including inspecting and enforcing compliance with safety and security procedures, arranging for corrective actions, and conducting safety and security training.
Certification as an Airport Certified Employee (ACE) in Airfield Operations or Security from the American Association of Airport Executives (AAAE).

Responsibilities

Monitors Safety and Security Compliance during Movement Area Construction Activities for Capital Construction Projects by vehicle.
Works with MWAA’s Engineering group and with the contractor’s Security and Safety officers to ensure airport Security and Safety is adhered to all times.
Oversees and ensures the phasing and Management of Traffic (MOT) was setup correctly using the approved MOT shown on the Construction Design drawings for safety and security conditions.
Monitors the Air Operations Area (AOA) movement area for any unusual events or conditions during major Capital Construction projects within the Movement Area.
Takes corrective action, files work orders for repairs, notifies the appropriate manager or coordinator, and files reports.
Issues violation notices for failure to comply with security/safety developed or other AOA vehicular operation requirements.
Is authorized to immediately suspend airfield driving privileges for careless or negligent driving.
Follows up with the Airports Authority’s Police Department, as appropriate.
Checks identification (ID) badges for adherence to display policy.
Conducts vehicle safety inspections and validates insurance for AOA-approved vehicles.
Takes immediate corrective action to contain potential Safety/Security incidents, which may include confiscating ID badges or directing removal of employees or contractors from the airport’s premises.
Directs Contractor and Airport personnel to resolve safety or security issues and intercedes to mitigate safety/security issues, seeking Airport Operations Duty Manager guidance or assistance to resolve complex issues.
Coordinates or conducts inspections, investigations, or corrective actions with other Federal and state agencies.
Assists Airport Safety and Security representatives, contractors and Airports Authority personnel with requirements of FAA FAR Part 139 and 49 CFR Part 1544.
Performs other duties as assigned.
