About The Position

As a CACI Senior Assessment, Monitoring and Evaluation Program Analyst supporting Air Force Southern efforts to gather, analyze, distribute, and make informed recommendations on the effectiveness of Security Cooperation and Assistance programs.

Requirements

  • Bachelor’s degree and tens of relevant experience. We will also consider candidates with directly relevant experience with coordinating and monitoring the execution of Joint Combined Exchange Training (JCET) and support of US Special Forces execution of the Mission Coordination Team (MCT). Support execution of MTT throughout the SOUTHCOM AOR.
  • At least 10 years’ experience working with or on an Operational Staff managing security assistance programs, security cooperation events, operational or exercise planning efforts with foreign partners, host nation engagements, Title 10/22/50 resources budgets involving foreign partners, or AM&E programs.
  • Current Secret Security Clearance.
  • The ability to effectively communicate both orally and in writing.
  • A current Tourist Passport with an expiration date more than 6 months away

Nice To Haves

  • Spanish language capability.
  • Experience in operational coordination within tactical, operational, or strategic-level commands.
  • Experience working in either a Defense Attaché Office, Military Groups, at the Defense Security Cooperation Agency (DSCA)or as a Country Desk Officer at the combatant or component level.
  • Proven ability to work independently with limited oversight while collaborating effectively in a joint environment.
  • At least 5 years of combined experience (within the past seven years) as a service or Joint Operations or Effects Planner to include support to O-5 level (Battalion, Group, TSOC) SOF units, Commands, or Interagency units.

Responsibilities

  • Provide experienced technical support in pursuit of USSOUTHCOM Assessment, Monitoring and Evaluation (AM&E) program IAW USSOUTHCOM policies, DoD Directive 5132.14, and other pertinent guidance and templates.
  • Lead the integration of AM&E data/evaluations into COA development/plans, Exercises, B2C2WG activities, Command Engagements, and other OAIs as needed in pursuit of SOUTHCOM Campaign Plan objectives.
  • Assist US Military Groups in the Area of Responsibility (AOR) and USSOUTHCOM Staff elements by authoring and editing staff estimates, initiative design documents, 5-year plans, Periodic and Annual Plans/Reports, Rough Orders of Magnitude, and analyses of programs that include but are not limited to, Civilian Harm Mitigation and Response; law and human rights; Titles 10, 22 and 50 security cooperation/assistance programs; etc.
  • Lead travel into the AOR and represent USSOUTHCOM during engagements with host nation elements to assess, monitor and evaluate US Security Assistance/Cooperation initiatives to gather partner viewpoints, suggestions, perspectives, coordinate future engagements and milestones, then determine partner willingness to partner with the US.
  • Coordinate with country teams, mission partners (e.g. DSCA), and host nations on initial program creation, in-progress program monitoring, quality milestone assessments and integration of host nation capabilities into bilateral or multilateral exercises and operations.
  • Provide increased US SOUTHCOM agility in responding to DoD-level changes to the AM&E program as it morphs over time.
  • Assist with policy development, action tracking, requests for information, meeting reporting requirements, representation at B2C2WG events, etc.
