About The Position

Ensure day-to-day operations of HUD-assisted properties are managed in accordance with all HUD, Fair Housing, and local housing authority regulations. Oversee tenant admissions, lease-ups, recertifications, move-in/move-out processes, and maintenance of accurate tenant files per HUD guidelines. Conduct and document annual unit inspections, including MOR and REAC inspections, and ensure timely resolution of any deficiencies. Maintain waiting lists and tenant selection in accordance with HUD policies and fair housing standards. Submit all necessary forms, documents, and electronic billing vouchers to state, federal, and internal agencies, including monthly, quarterly, and annual reports. Complete admission screenings for prospective tenants and manage annual recertifications. Monitor and manage rent collection, including delinquencies and payment arrangements. Assist with HUD audits and implement corrective actions as needed. Ensure compliance with all HUD-related policies and procedures, and recommend updates to Comprehend, Inc. regarding federal, state, and local regulations as necessary. Plan and conduct regular emergency drills; maintain knowledge of and respond to all security and alarm systems. Be available for after-hours crisis calls, emergency alarms, or other urgent matters as needed. Oversee all maintenance and custodial needs of the facility, including minor maintenance such as light bulb replacement. Coordinate with maintenance staff and vendors for larger repairs. Ensure the cleanliness and safety of the building and surrounding grounds. Submit and maintain the required contract documentation with relevant agencies. Work closely with finance to monitor property budgets and ensure alignment with capital and operational expenditures. Plan and host tenant meetings and activities to promote community engagement and communication. Respond promptly and professionally to tenant concerns, emergencies, and service needs. Foster and maintain positive relationships with tenants while supporting community standards and housing stability. Regularly update all operational documents and procedures to reflect changes in compliance or internal policies. Other duties as assigned.

Requirements

  • Bachelor’s degree in Business or a human service related field, preferred
  • Experience will substitute for education
  • Proficient with computers and familiarity with Microsoft Office programs
  • Be able to be granted access to secured government systems
  • Must successfully pass criminal background checks and drug screening.
  • Ability to travel if necessary.
  • Ability to fulfill various indoor and/or outdoor maintenance needs of the facility.
  • Attend regular trainings either remotely or in-person.
  • Valid driver’s license and dependable transportation

Nice To Haves

  • HUD Property experience a plus, specifically 202/811 PRAC
  • Experience working with disabled adults and senior citizens preferred
