About The Position

The Commonwealth of PA – DMVA is seeking an experienced App Developer to support and enhance the Accountability System used for payroll processing, mission tracking, and emergency operations for the Pennsylvania National Guard (JEOC). This role involves hands-on development, system enhancements, troubleshooting, and ongoing application support in a mission-critical environment. The position is full-time and requires a true hybrid schedule, with initial onboarding onsite and a continued 50/50 onsite-remote split at Fort Indiantown Gap.

Requirements

  • 7+ years of experience with C#, ASP.NET Core, MVC, .NET (including VB.NET)
  • 7+ years writing and debugging SQL Server queries (T-SQL, stored procedures, triggers, SSIS, SSRS)
  • Experience with SQL Server Management Studio, SQL Profiler, and performance tuning tools
  • 4+ years experience with Azure DevOps (Azure Repos, Azure Boards)
  • Strong experience with SQL Server 2012/2016/2019 (Oracle a plus)
  • Solid understanding of data modeling, data warehousing, and relational databases
  • Hands-on experience with JavaScript, XML, IIS, HTML, CSS, Web Services
  • Bachelor’s degree from an accredited college or university
  • Strong analytical, troubleshooting, and problem-solving skills
  • Ability to manage multiple parallel assignments and meet deadlines
  • Willingness to work onsite as required and travel to Fort Indiantown Gap when needed

Nice To Haves

  • 5+ years experience with Power Apps and Power Automate
  • Experience in a government IT environment (4+ years preferred)
  • Client-facing consulting experience with mid-level to senior leadership
  • Experience with Microsoft 365 tools (Access, Word, Excel, PowerPoint)
  • Active Federal Secret Clearance

Responsibilities

  • Review, enhance, and maintain an existing Accountability System built on ASP.NET MVC and Microsoft Power Apps
  • Design, develop, debug, and deploy enhancements using C#, ASP.NET Core, MVC
  • Support payroll processing, mission tracking, and emergency operations systems
  • Develop and maintain SQL Server databases, including complex queries, stored procedures, triggers, views, and cursors
  • Perform data modeling and ensure alignment with enterprise architecture standards
  • Create, deploy, and migrate Power Apps and Power Automate solutions across environments
  • Utilize Azure DevOps (Azure Repos, Azure Boards) for source control, Agile workflows, and sprint planning
  • Conduct code reviews, testing, and controlled simulations prior to production releases
  • Prepare system documentation and user training manuals
  • Provide on-site support during state-activated emergencies as needed
  • Collaborate with IT leadership, JEOC staff, and Office of Administration stakeholders
  • Diagnose technical issues and recommend long-term and workaround solutions
