ASME Code Quality Program Manager The ASME Code Quality Program Manager reports to the QA Manager, Nuclear Quality and Continuous Improvement (QA & CI). This position is primarily responsible for the development, implementation, and continuous improvement of TerraPower’s ASME Boiler and Pressure Vessel Code (BPVC) Quality Assurance Program. The selected candidate will demonstrate experience establishing and maintaining ASME N-Certificate and ASME Owner (OWN) Certificate programs in accordance with ASME BPVC Section III, NCA and Division 5 (2025 Edition). The candidate should possess working knowledge and applied experience within both DOE-regulated environments (10 CFR 830 Subpart A and DOE O 414.1E) and NRC-regulated environments (10 CFR 50 Appendix B and ASME NQA-1). Certification as an NQA-1 Lead Auditor (ATL) is preferred. Demonstrated experience in NQA-1 supplier evaluation and qualification, commercial grade dedication (CGD), and commercial supply chain oversight is required. The ideal candidate will have experience applying a graded approach to quality across project phases, including conceptual and preliminary design, final safety-related design, PSAR development, licensing activities, and construction readiness. Experience with applicable industry codes, standards, and regulatory guidance including ASME, AWS, AISC, ASTM, EPRI, NEI, ISO, NEC, and IEEE is strongly desired.

Requirements

  • Bachelor’s degree or equivalent experience in a technical discipline, business, management, or quality assurance field.
  • 20+ years’ experience in a nuclear (NRC, DOE) Quality Assurance function preferred or in a regulated environment such as, EPA, aerospace, etc.
  • Current certification as NQA-1 Lead Auditor or other industry recognized certification or the ability to be certified within one year of hire.
  • The successful candidate will possess a high degree of trust and integrity, communicate openly and display respect and a desire to foster teamwork.

Nice To Haves

  • Preferred Master’s degree or equivalent experience in a technical discipline, business, management, or quality assurance field.
  • Military experience or prior TerraPower experience is a plus.
  • While this position is remote, there is preference for a local candidate located in the Seattle/Bellevue Area

Responsibilities

  • Support development and implementation of ASME N-Certificate and ASME Owner (OWN) Certificate as defined in ASME BPVC Section III, NCA and Division 5, 2025 Edition.
  • Review of customer and regulatory contracts and develop baseline requirements matrix/documents.
  • Interface with customer and supplier QA representatives and provide solutions to technical and complex ASME compliance issues.
  • Responsible for the review of internal and external design drawings, specifications, test plans/procedures, and other technical documents for QA.
  • Evaluate and qualify (audit/CGD) suppliers and partners.
  • Plan and perform commercial grade item (CGD) surveys of commercial suppliers.
  • Support Engineering with the development and implementation of Commercial Grade Dedication (CGD) plans.
  • Coordinate and host Customer and Regulator audits, surveillances and visits.
  • Review and revise QA processes and procedures.
  • Plan and perform Supplier and Internal Audits as a certified Lead Auditor (ATL).
  • Knowledge and participation of Corrective and Preventive Actions (CAPA), Continuous Improvement, Lessons Learned/Operational Experience and Risk Management processes.
  • Review quality affecting procedures (engineering, procurement, document control, records, testing, etc.) to ensure program compliance.
  • Review procurement specifications, purchase orders, contracts, task orders and agreements and flow-down applicable quality assurance requirements in Orders/Contracts.
  • Review design drawings, specifications, test plans/procedures, and other technical documents for quality assurance requirements using a graded approach to quality when applicable.
