Costa Rica as part of the global community committed to improving the environment, joined the Montreal Protocol in 1991, through Law No. 7223. From that moment on, the country committed to the application of control and reduction actions for ozone-depleting substances (ODS). One action launched in the control of ODS, which is a phased process where the schedules dictated by the Montreal Protocol are adopted for the elimination of halogenated refrigerant gases. Between 2005 and 2010, Costa Rica eliminated the use of the first family of synthetic refrigerant gases, Chlorofluorocarbons (CFCs). Currently, the strategy of eliminating the second family of synthetic refrigerants, Hydrochlorofluorocarbons (HCFCs), is being implemented, an action that began in 2013 and will conclude with the total reduction by 2030. Likewise, in 2020 the entry of refrigeration and air conditioning systems that operated refrigerants from the HCFC family was prohibited. With the approval of the fifth amendment to the Montreal Protocol, Kigali Amendment, already adopted by the Government of the Republic, under Executive Decree No. 9522 of February 14, 2018, it is established that in 2024 the control of the third family of synthetic refrigerant gases begins, through another staggered regulation, whose level of import will be reduced by 80% in 2045, according to the baseline that was established between 2020 and 2022. The Montreal Protocol thus becomes the global instrument for the elimination, not only of ozone-depleting refrigerant gases, but also incorporates the control of refrigerant substances that have an effect on climate change. From the Montreal Protocol, the aim is to establish a programmatic umbrella that allows coordinating in a more articulated way the different projects such as “HCFC Elimination Management Plan in Costa Rica” and “Kigali Amendment Implementation Plan”, among other projects that are in the design stage. The ultimate goal is to strengthen planning and ensure the alignment of each project according to the technical, environmental and administrative guidelines. The person hired will provide services to the projects of the programmatic umbrella with administrative charge to the “HCFC Elimination Management Plan in Costa Rica”, financed by the Multilateral Fund of the Montreal Protocol, implemented by the United Nations Development Program (UNDP) and executed by the Ministry of Environment and Energy (MINAE). The objective of the hiring is to ensure the execution of tasks established according to the activities of the Projects. The person hired as Technical Associate in Refrigeration will collaborate in the implementation of the project activities, achieving the fulfillment of the goals and the application of UNDP rules and procedures.
