About The Position

Under the direction of the Tuberculosis (TB) and Hansen’s Disease (HD) Section Director, perform advanced duties managing the Assessment, Compliance and Evaluation (ACE) Group in the Tuberculosis and Hansen’s Disease Section. Work involves setting and maintaining standards for program evaluation, correctional TB management, binational TB program evaluation activities, and overall contractual expectations in the Section. Direct program staff on managing priority initiatives, program evaluation, and quality improvement projects for the Section. Develop presentations, research information to identify gaps and opportunities for improvement, and propose recommendations to the Section Director. Ensure appropriate TB services are performed among 30 local health departments, contracted service vendors, eight public health regions, Chapter 89-designated facilities, and Hansen’s disease contractors. Directly supervise the ACE Group. Plan and assign the work of others. Work under minimal supervision of the Section Director, with considerable latitude for initiative and independent judgment.

Responsibilities

  • Develop and maintain sound techniques for evaluating all funded TB and Hansen’s disease programs and vendor performance.
  • Provide guidance to direct reports in the preparation of management and productivity reports and studies.
  • Plan, develop, and approve schedules, priorities, and standards for achieving goals; and direct evaluation activities.
  • Work with Section leadership to develop and maintain guidelines, data collection tools, and reporting procedures.
  • Receive and analyze reports reflecting statewide, regional and local program performance; synthesize gathered information into simple, understandable formats to support decision-making.
  • Provide recommendations to management to improve business operations.
  • Plan, assign, and supervise the work of the ACE staff.
  • Hire, manage, and develop staff through mentoring, trainings, and performance appraisals.
  • Identify the training needs of direct reports, develop work performance plans, and conduct performance evaluations annually.
  • Provide staff with the training, tools, and information needed to carry out their responsibilities and to succeed in their work.
  • Direct and evaluate staff and recommend appropriate personnel actions to foster a fair, honest and equitable work environment.
  • Evaluate and monitor performance of funded TB programs and make appropriate improvements to assure attainment of established goals and objectives.
  • Set priorities and provide guidance for conducting program evaluations, process or quality improvement reviews and develop plans and reports including the Centers for Disease Control and Prevention’s Evaluation and Performance Measurement Plan.
  • Assign work and provide clear direction on responsibilities and work performance expectations.
  • Review and approve leave and ensure all human resource activities are in accordance with agency and system policy.
  • Disseminate information and management decisions to staff regarding relevant departmental activities.
  • Provide direction to staff regarding activities and operations of their functional areas.
  • Confer with the Contract Management Section, the Operations Team, Clinical Care Services Team and Epidemiology and Surveillance Branch to gather pertinent for funded entities.
  • Identify gaps and opportunities for improvement and evaluate research trends and options, to recommend an appropriate course of action to the Section Director.
  • Evaluate Section operations, programmatic goals and objectives to ensure compliance with federal and state laws, regulations and policies.
  • Submit recommendations for rule changes to support program activities.
  • Provide information and recommendations to Section leadership to implement changes.
  • Participate in the revision of program strategies, sub-strategies and performance measures.
  • Analyze Section operations based on evidence-based and existing best practices to improve the Section's business processes.
  • Work with measurable tasks and standards and develops tools to monitor and ensure standards are met.
  • Enforce quality standards, analyzing and resolving quality service issues impacting program performance.
  • Develop processes and tools to track implementation of TB strategic goals and action items.
  • Plan, organize, direct, and review the operation of TB program functions and activities as it aligns with the TB Operations Plan, audit recommendations and Texas Tuberculosis Manual.
  • Participate in reviewing and updating the Texas Tuberculosis Manual.
  • Design and implement workflow and productivity measures to meet program needs and program requirements.
  • Review results of internal audits, research studies, forecasts to provide direction and guidance.
  • Prioritize goals and objectives, direct process/quality reviews and program evaluations, and identify best practices and areas for improvement.
  • Make improvement recommendations to the Section Director.
  • With input from Section leadership, develop process and quality improvement plans with stakeholders to correct identified gaps within established timeframes and track implementation through the receipt of progress reports.
  • Supervise direct reports in the preparation of project management and productivity reports.
  • Complete other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
