MD 21286 Main Purpose of Job The primary purpose of the Assessor I, Commercial & Industrial position is to estimate the fair market value of commercial and industrial real property for property tax assessment purposes. This is done in accordance with the Uniform Standards of Professional Appraisal Practice (USPAP) and State laws to ensure that property assessments are accurate, uniform, and equitable. POSITION DUTIES Receives on the job training in the inspection of commercial and industrial real property and records technical details of property and market information to update and maintain departmental property records. Responsible for AAVS conversions, up-loads, and file maintenance of commercial properties in various jurisdictions throughout the state. Receives on the job training in the updating and editing assessment records in AAVS system in order to notate changes observed during physical inspection of properties following local office and agency guidelines as defined in the Maryland Assessment Procedures Manual & office procedures. Receives on the job training in the recording and valuing of new commercial/industrial real property that is not a part of a reassessment review by following established procedures, using AAVS and other property valuation tools, as outlined in the Maryland Assessment Procedures Manual and according to the Tax Property Article. Receives on the job training in the analysis of existing market, cost and income data and applies standard appraisal and AAVS methods to value land and/or improvements in accordance with current local office and agency procedures, as described in the Maryland Assessment Procedures Manual. Receives on the job training in the preparation and handling of appeal hearings at the supervisor, Property Tax Assessment Appeals Board and the Maryland Tax Court levels to defend the Department’s estimate of value following local office and agency procedures. Receives on the job training in the providing of and explanation of assessment related information in response to inquiries from the general public regarding assessments, valuation techniques, departmental local policies and legal mandates. Performs other duties as may be required to insure efficient office operation. This position is mission essential/mission critical classification.
