About The Position

This is a Position Specific recruitment for Howard County Assessments & Taxation Office. The resulting eligible list will be used to fill positions at the above locations only. Persons interested in future vacancies in the Assessor I, Real Property classification, will need to re-apply GRADE 14 LOCATION OF POSITION Department. of Assessments and Taxation Howard County Assessments Office 3451 Court House Drive Ellicott City, MD 21043 Main Purpose of Job An Assessor I, Real Property is the entry level of work performing real property assessments. Employees learn to appraise residential real property at fair market value for use in the calculation of real property taxes. Employees in this classification do not supervise. Property inspections are required in all weather conditions.

Requirements

  • Four years of appraisal experience involving the valuation of real property.
  • Note: Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

Nice To Haves

  • Experience involving the appraisal and valuation of real property, including residential and/or commercial properties.
  • Knowledge of property inspection methods, data collection, and basic valuation techniques.
  • Ability to analyze real estate data, including comparable sales and market trends.
  • Experience using computer systems or appraisal-related software to support valuation activities.
  • Ability to follow established appraisal standards, policies, and procedures.
  • Strong written and verbal communication skills for documenting valuation findings.

Responsibilities

  • Inspects residential real property and records technical details of property to update and maintain departmental property records following established guidelines as defined in the Maryland Assessments Procedures Manual.
  • Prepares and conducts appeal hearings at the Supervisor, Property Tax Assessment Appeals Board and the Maryland Tax Court levels to defend the Department's estimate of value following procedures described in the Maryland Assessment Procedures Manual.
  • Records technical data into the Assessment Administrator & Valuation System (AAVS) to maintain and update departmental property records in accordance with Departmental procedures.
  • Analyzes existing market data and applies standard appraisal techniques to determine the value of land or buildings in accordance with the Annotated Code of Maryland Tax Property Article and the Maryland Assessments Procedures Manual.
  • Interviews property owners by telephone and in person to gather and verify assessment related information following established procedures.
  • Inspects residential new construction and records technical details of property for the purpose of adding new improvements to the assessment rolls following established procedures.
  • Determines current and base full cash values for residential new construction following established procedures using the AAVS and other property valuation tools.
  • Provides assessment related information to the general public to explain assessment valuation techniques, departmental and local office policies and legal mandates regarding property valuation.
  • Performs other duties as assigned
