Pay Grade 12: $92,834.59/year This rate is based upon available budget funds; any offer will be made at this rate. Requirements

  • Master’s degree in a related field and five years of experience related to the essential functions of the position to include leadership and/or managerial experience.
  • Any equivalent education and/or work experience may be substituted in order to meet the minimum qualifications of the position.

Nice To Haves

  • Master’s degree in a related field (e.g., public administration, finance, business) and at least seven years of experience with budgeting, grants management, and financial oversight within an educational or government environment.
  • Demonstrated leadership experience managing teams, implementing fiscal processes, ensuring compliance, and providing financial training or guidance.

Responsibilities

  • Oversees accounting systems, ledgers, financial reports, tracking, datasets, and close-out activities related to budget, appropriations, and grant administration; identifies issues affecting fiscal compliance and ensures quality of services.
  • Establishes quality control processes, assists with office strategic planning, and represents the office in administrative matters.
  • Assists with review, interpretation, and implementation of federal and state laws and regulations related to cash management government standards.
  • Develops and deploys improved operational efficiencies and systems to promote efficient day-to-day operations and ensure services meet expectations.
  • Reviews and updates budget policies and procedures, and provides guidance and support to internal and external stakeholders.
  • Assists with agency-wide financial planning and budget forecasting, ensuring operational compliance and appropriate cash flow.
  • Directs system-wide contract funding review, accounting, billings, cost management, financial planning, and reporting.
  • Ensures integrity of financial reporting to facilitate effective decision making.
  • Leads Budget Management staff in development and management of budgets for offices, sections, and programs, while planning for major projects and efforts with budgetary implications.
  • Assists with development of visible, accessible, and consistent financial, accounting, and reporting with a service-oriented approach supporting the culture of the NDE.
  • Collaborates with and advises agency leadership on significant issues and operations of the Office of Budget & Grants Management.
  • Maintains an understanding of the programs, services, and operational functions within NDE and appropriately implements policies, procedures, and guidelines.
  • Completes annual budget allotment, and ensures the budget reflects major projects and initiatives, operational requirements, and changes in state or federal regulations.
  • Provides leadership in the hiring, supervision, and potential discipline of staff.
  • Conducts performance management activities including establishing annual goals related to the strategic plan, holding check-in meetings to discuss goal progress, and completing performance appraisals.
  • Facilitates a continuous learning environment by promoting professional development to ensure all employees have the opportunity and skills to be efficient and effective in meeting the goals of the agency.
  • Delegates work and projects appropriately among staff.
  • Maintains regular & reliable attendance, possesses a valid driver’s license and travels independently, and works in a variety of settings.
