About The Position

The North Carolina Department of Health and Human Services (DHHS) is seeking an attorney to serve as Assistant Agency General Counsel II within the Office of General Counsel supporting the Department’s technology, privacy, and data governance initiatives. This role advises the Information Technology Division, Privacy and Security Office, Data Office, and Office of Communications on complex legal issues related to cybersecurity, data privacy, information governance, public records, emerging technologies, and technology vendor agreements. The position works closely with technical leaders and agency leadership to address cybersecurity incidents, support enterprise data sharing initiatives, and ensure compliance with federal and state laws governing privacy, information security, and records management. This is an excellent opportunity for an attorney interested in the intersection of law, technology, and public service while helping safeguard sensitive information and support DHHS programs serving North Carolinians.

Requirements

  • Licensed to practice law by the North Carolina State Bar and three years of progressively responsible professional legal experience.

Nice To Haves

  • Experience advising organizations on data privacy, cybersecurity, or data governance matters, including incident response, breach notification obligations, or implementation of privacy or security policies.
  • Experience reviewing or negotiating information technology, software, cloud services, or data sharing agreements, including agreements involving data protection, confidentiality, or security requirements.
  • Experience working with or advising information technology, privacy, or security teams on legal and compliance matters related to technology systems, data management, or cybersecurity risks.
  • Knowledge of or experience applying laws and regulations governing privacy, public records, and sensitive information, including federal or state requirements related to health, human services, or government data.
  • Experience participating in cross-functional teams involving legal, technical, and operational stakeholders to address complex legal or compliance issues involving technology or data.
