About The Position

The Department of Healthcare and Family Services, Division, Bureau of Technical Operations is seeking to hire an outgoing energetic individual to serve as an Assistant Bureau Chief to join our team supporting the Illinois Department of Innovation and Technology (DoIT). The DoIT Team at HFS is leading a transformation to modernize the way citizens interact with the State of Illinois agency responsible for providing a wide variety of healthcare and family services/benefits to Illinois residents. Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in Information Technology or a related field
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems and/or computer systems
  • Requires the ability to verify identity
  • Requires employment authorization to accept permanent full-time position with the State of Illinois
  • Requires the ability to pass a position specific, agency required background check
  • Requires self-disclosure of criminal history
  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate
  • Requires the ability to work outside of normal business hours to meet deadlines
  • Requires the ability to use agency supplied equipment such as laptop, personal computer, work cell phone, etc.
  • Requires the ability to attend seminars, conferences, and training to remain current on methods, tools, ideologies or other industry related topics relevant to job duties

Nice To Haves

  • Four (4) years of professional experience with public and business administration, principles and practices
  • Four (4) years of professional experience with service objectives, activities and operational systems
  • Four (4) years of professional experience leading and managing medium to large information systems teams
  • Three (3) years of professional experience as frontline supervisor successfully handling performance and disciplinary matters
  • Three (3) of extensive healthcare technology experience with a large provider, health insurer, government agency, or research institution
  • Three (3) of experience as a business analyst interfacing between business and information technology departments/units
  • Three (3) of experience with IT system design, software-as-a-service, platform-as-a-service, cloud-based environments and federated application security solutions
  • Bachelor’s degree

Responsibilities

  • Subject to management approval, serves as Assistant Bureau Chief of the Bureau of Technical Operation for the Department of Innovation & Technology (DoIT) supporting the Department of Healthcare and Family Services by assisting in the overall data processing and information system planning
  • Serves as full line supervisor
  • Performs highly complex advisory and consultative functions for agency managers and otheruser staff statewide relative to all facets of bureau operations
  • Represents the department as agency spokesperson in a liaison capacity with federal and stateagencies, DoIT officials, various vendors, and other agency bureaus and divisions
  • Develops, coordinates and manages special projects of varying size and complexity involvinginformation systems application development, program area, and user participation
  • Reviews, analyzes, and gives final authorization on unit changes and upgrades
  • Performs other duties as required or assigned which are reasonably within the scope of theduties enumerated above
