About The Position

The Assistant Director, Section 8, will provide very-low-income families with rental assistance in safe, decent, and sanitary single or multi-family units. The Assistant Director, Section 8, provides oversight and direction to this department and the Occupancy Specialists that report. Essential Duties and Responsibilities Essential functions include but are not limited to the following: Assists in overseeing all Section 8 program operations to ensure compliance with HUD regulations, internal polices and audit standards. Supports the Director in implementing regulator updates, monitoring program trends, and ensuring proper documentation and adherence to eligibility, occupancy, and voucher issuance requirements. Reviews and ensures accuracy of applicant and tenant files, recertification processes, and interim reexaminations. Monitors program performance metrics, addresses deficiencies, and assists in preparing compliance reports and corrective action plans. Supports updates to program handbooks, policies, and operating procedures to maintain high standards of program integrity. Provides direct supervision, coaching, and developmental support to Occupancy Specialists and other program staff as assigned. Assists with conducting staff training on HUD regulations, rent calculations, customer service standards, and internal procedures. Helps monitor staff caseloads, productivity, and documentation quality to ensure consistency and accuracy. Oversees applicant briefings and ensures proper completion of eligibility review processes and voucher affordability counseling. Assists with coordinating contract and lease execution for new admissions and tenant moves following passed inspections. Ensures timely completion of annual and interim reexaminations, including adjustments based on family composition, income changes, or reported issues. Communicates with property owners regarding inspection results, deficiencies, program violations, and required corrective actions. Other duties as assigned.

Requirements

  • Associate degree (A. A.) or equivalent from two-year college or technical school; or one to three years related experience and/or training; or equivalent combination of education and experience.
  • Must be customer service oriented and respond promptly to requests and questions.
  • Ability to read and comprehend instructions, write short correspondence, and memos.
  • Must be diversity and inclusion-oriented and show respect and sensitivity for cultural differences
  • Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Proficiency with Microsoft Office products (i.e., Excel and Word) and familiar with accounting software (I.e., WinTen 2+, PHA Pro).
  • Must maintain a valid driver's license and be insurable under fleet vehicle insurance.

Nice To Haves

  • Certification in HCV Specialist, HCU Manager and/or N-Spire is a plus.
  • Previous supervisory experience a plus.
