About The Position

The IDFPR is seeking an Assistant General Counsel to serve in the Professional Regulation Program Counseling Section in the Division of Legal Affairs. The Office of Legal Affairs provides legal advice to the Department's Division of Professional Regulation.  The Division is comprised of licensing, investigatory, and prosecutorial employees.  This entry-level attorney position will be responsible for providing legal guidance on their relevant acts and rules, drafting proposed legislation and administrative rules related to the professions enforced by the Division, and providing direct legal guidance to the Director of the Division.

Requirements

  • Requires graduation from a recognized law school.
  • Requires the possession of a valid license to practice law in Illinois.
  • Requires the ability to travel.
  • Requires completion of a background check and self-disclosure of criminal history.

Nice To Haves

  • Prefers at least one year of experience completing legal memoranda.
  • Prefers at least one year of experience using legal research software such as Westlaw and Lexis Advanced.
  • Prefers at least one year of experience with case law analysis.
  • Prefers at least one year of experience analyzing and organizing facts and evidence.

Responsibilities

  • Under direction of the Deputy General Counsel in the Professional Regulation Program Counseling Section, researches and writes legal opinions and memoranda on issues raised by members of boards/committees, staff or the public.
  • Advises various boards/committees and members of the Division of Professional Regulation staff on legal and administrative issues relating to the licensing acts and rules enforced.
  • Monitors administrative review matters and other litigation involving the Division of Professional Regulation by alerting appropriate staff of the status and outcome of the administrative review and litigation.
  • Uses legal software to conduct research and interviews to prepare drafts of legal positions concerning proposed legislation and proposed administrative rules.
  • Advises the boards/committees on proper procedures during the process of hearing disciplinary cases and/or the deliberation process.
  • Confers and advises staff on legal or administrative problems within the Division of Professional Regulation.
  • Reviews, analyzes, and researches case law for the preparation of administrative, judicial, and quasi-judicial hearings and similar proceedings relating to the Division of Professional Regulations Acts, Rules, and regulations.
  • Prepares responses to subpoenas or other requests involving release of information by the Division of Professional Regulation.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
