About The Position

Support the development and implementation of health center financing, billing, and revenue cycle management programs and projects that strengthen the capabilities of community health centers and consortia and advance CPCA’s work. Advocate to the Department of Health Care Services and other entities for policies that improve the health care delivery system for health centers and their patients. This work includes translating complex, technical, and intersectional health center financing policies for health center audiences and elevating health center experiences to inform policy development. The role requires strong skills in stakeholder management, education and training, resource development, technical assistance, critical thinking, and advocacy. This role works best for someone comfortable shaping their own work in an evolving policy environment rather than executing against a fixed work plan.

Requirements

  • Develop subject matter expertise in key areas of health center and Medi-Cal financing and apply a curious, inquiry-driven approach (i.e. asking thoughtful, probing questions) to provide accurate and timely technical assistance.
  • Strong presentation and written communication skills.
  • Effective interpersonal and professional skills when engaging with Association membership and Board of Directors, vendors, and partners.
  • Work collaboratively with multi-departmental teams.
  • Proficiency in Microsoft Office and web-based applications and platforms.
  • Solid problem solving, critical thinking, organization, and time management.
  • Experience successfully advocating on behalf of diverse stakeholders.
  • Bachelor’s degree required.
  • Minimum four years program or project management, or equivalent experience.
  • All hires are required to maintain residence in California.
  • Due to network security and hybrid work this position requires the employee to have a cell phone with a data plan and home internet service, both are reimbursed at a set rate each month.

Nice To Haves

  • Experience with community health centers, member-driven associations or non-profit organizations is also preferred.
  • Relevant experience may be considered in lieu of degree requirement.

Responsibilities

  • Lead CPCA’s education, training, resource development and technical assistance efforts in health center financing areas, including but not limited to billing and revenue cycle management, by leading peer networks and programs, shaping conference and training content, and developing responsive and proactive technical assistance and resources that support health centers and partners.
  • Partner with appropriate internal staff to evaluate state and federal policy.
  • Collaborate with internal teams and external stakeholders to raise awareness, respond to policy proposals, and advocate for health center interests.
  • Work cross-departmentally to share status updates, collect feedback, and inform collective efforts across both training/technical assistance, advocacy, and CPCA’s strategic plan.
  • Represent the Association by managing relationships and sustaining partnerships to positively reflect the Association with external audiences.
  • Attend and present (as requested) at other agencies and partners’ events.
  • Independently (or through managing consultants), conduct research, collect and analyze data, prepare scheduled and special reports, prepare information for grant reports, and maintain program/project records and statistical information.
  • Coordinate with supervisors and grant/development staff to manage the performance of grant-funded deliverables and projects that support association goals and meet funder guidelines and criteria.
  • As requested, and in partnership with department leadership, research, prepare, submit, and manage grant proposals.
  • Other duties as assigned.
