Position Overview: RTX BBN Technologies’ (BBN) Physical Sciences and Systems business unit is seeking an Associate Director – Program Management to lead the growth of our unique sensing and sensor processing capabilities. Our team focuses on bridging the gap between sensing physical phenomena at the limits of detection and creating custom high-throughput, low-latency processing hardware and software systems to give those data meaning and utility. Together with our innovative drive, we work to expand our research into new areas through extensive collaborations with internal and external partners. The Associate Director – Program Management will lead development, capture and execution of complex technical programs to develop innovative solutions carried out on time, on budget, and meeting all customer requirements. The candidate will demonstrate strong organizational and detail-oriented skills, the ability to efficiently lead complex program management efforts, and an aptitude for organizing and guiding researchers’ focus on the technical work to be achieved within a high-intensity environment.

Requirements

  • Typically requires a University Degree or equivalent experience and minimum 12 years prior relevant experience, or an Advanced Degree in a related field and minimum 10 years experience
  • Possess at least 12 years’ experience preparing multimillion dollar cost proposals and managing multimillion dollar programs to consistently execute on budget and schedule
  • Repeated track record of delivering products or services that meet or exceed customer expectations and requirements, and successfully meeting near and long-term business financial projections related to new business growth
  • Demonstrated ability to provide organizational leadership to technical teams, develop plans for business sustainment and growth, make projections of future business success
  • Interest in and understanding of sensor physics and technologies, and related signal processing approaches and hardware/software implementations.
  • Have an active US DoD Security Clearance

  • Familiar with the design, development, manufacture and testing of prototype systems in the laboratory or in the field, including software development and integration with novel hardware
  • Experience writing successful proposals to secure R&D funding for executing technical programs for various branches/offices on the US Government and leading those programs.
  • Experience leading technical teams of scientists and engineers working on R&D projects, and managing subcontractors, vendors, and consultants on multiple, simultaneous multi-million-dollar programs
  • Experience with acoustic, fiber optic, or geophysical sensing and/or imaging systems
  • The ability to move into a leadership position in our organization
  • Active Top Secret clearance

Responsibilities

  • Drive cutting edge technical work and innovative research through managing program execution, opportunity development and capture, and technology transition
  • Lead multiple, large research and development (R&D) programs having diverse teams that include BBN scientists and engineers, subcontractors, vendors, and consultants, as well as teammates from other parts of RTX
  • Provide leadership to the Sensor Systems Lines of Business within the Physical Sciences and Systems Business Unit.
  • Make strategic and tactical decisions that promote sustained business growth in existing technical business areas and identify and pursue expanded or shifting technical areas of business as a response to changes in customer needs, and technical opportunities.
  • Create specific business development plans and use them as a basis for long-term business forecasting and associated staffing requirements, and drive and prioritize capital and internal R&D investment
  • Work with Principal Investigators and other technical leads on a multitude of marketing and new business capture opportunities. This would include initial customer interactions to develop and tailor opportunities, marketing and sales efforts focused on specific targets, and preparation of RFIs, whitepapers, abstracts, and technical proposals
  • Coordinate activities and respond to needs, risks, issues, and deliverable requirements with stakeholders internal and external to the company
  • Proactively communicate, manage, and mitigate technical and programmatic risks. Lead the creation and implementation of strategies to reduce technical and programmatic risk in program execution
  • Manage program teams when executing program tasking, responding to customer needs, and meeting contractual responsibilities
  • Report to internal and external management on program status, progress, successes, and problems
  • Be responsible for monitoring spending, staffing, contract schedules, subcontracts, material purchases, and deliverables, as well as all internal supporting staff
  • Ensure that the team stays on task and on budget while meeting all customer needs and submitting all program deliverables
  • Work with a motivated, engaged, and exciting group of peers, and mentor junior program managers
