TM serves as an integrator across operating model priorities, ensuring ITS modernization efforts contribute to the World Bank Group’s Evolution Roadmap and are supported by clear outcomes, disciplined execution, and transparent performance reporting. The Transformation Office plays a central role in elevating how ITS delivers value by evolving the IT operating model toward greater clarity of ownership, improved value flow, stronger governance, and measurable performance management. This work requires coordinated progress across nine interdependent operating model components: Performance, Organizational Structure, Ways of Working, Tools/Assets, Places, Talent, Sourcing & Alliances, Decision Rights, and Financials. This role supports transformation progress—ensuring ITS can continuously improve delivery outcomes while strengthening governance, workforce readiness, and enterprise-wide operating model maturity over time. General Description: The role applies strong Product Owner practices and data analytical leadership to ensure transformation priorities are execution-ready, measurable, and outcome-driven—enabling ITS to increasingly operate by value flow starting FY26, rather than by projects. The role focuses on: • Establishing and evolving a transformation performance model (dashboards, scorecards, KPIs, and value realization insights) that enables leadership to steer progress with confidence • Strengthening ITS’s ability to drive measurable improvement in speed, quality, predictability, and stakeholder confidence • Anchoring delivery structure, workforce alignment, and governance around Development Value Streams (DVS)

Requirements

  • Master's degree with 5 years of experience or a bachelor’s degree with a minimum of 7 years of relevant experience, or equivalent combination of education and experience.
  • Demonstrated experience delivering IT transformation, Agile adoption and operating model change.
  • Strong experience with value-based delivery models, metrics, and performance management.
  • Experience leading analysis, synthesis, and execution.
  • Experience working in Agile delivery environments (e.g., Scrum Master, RTE, Product role, or equivalent).
  • Experience serving as a Product Owner or Product Manager in digital or technology-enabled environments, including backlog ownership, prioritization, and stakeholder engagement.
  • Skills: Agile tooling, SDLC, DevOps, Digital Transformation Coaching, Principles of Information Technology, Databricks, Power BI, Copilot Studio
  • AI-Enabled Analytics: Comfort using AI tools to analyze data, surface trends, and translate insights into clear, actionable recommendation

  • Preferred certifications: Lean Portfolio Management (LPM), SAFe Product Owner/Product Manager (PO/POPM), Design Thinking/Human Centered Design, Prosci Certified Change Practitioner (PCCP), Safe Agilist (SA)

Responsibilities

  • Lead the design and evolution of the Transformation Scorecard
  • Define and manage a structured set of KPIs and measurement logic
  • Ensure metrics are decision-oriented and comparable
  • Produce executive-ready dashboards, narratives, and analyses to support leadership reviews, portfolio decisions, and audit readiness
  • Support ITS leadership in advancing maturity across the nine operating model components: Performance, Organizational Structure, Ways of Working, Tools/Assets, Places, Talent, Sourcing & Alliances, Decision Rights, and Financials.
  • Contribute to shaping and enabling operating model initiatives such as governance evolution, workforce enablement, location strategy, adoption of enabling tools, and decision-rights clarity.
  • Identify cross-cutting dependencies and recommend sequencing approaches that strengthen value flow and reduce organizational friction.
  • Maintain flexibility to pivot across operating model focus areas over time, as internal Agile enablement capabilities mature and transformation priorities evolve.
  • Drive adoption and maturity of Agile and Lean-Agile ways of working as one key component of the operating model, with emphasis on execution discipline and measurable outcomes.
  • Provide execution-focused enablement and advisory support to:
  • Leverage Product Owner experience in digital environments to strengthen:
  • Coordinate closely with LACE, Product Owners, Product Managers, and Communities of Practice to ensure consistency, scalability, and measurable progress.
  • Own the analysis, documentation, and validation of Development Value Streams (DVS) to support execution clarity, workforce alignment, and governance decisions.
  • Strengthen the linkage between delivery structure (teams/ARTs), ownership, and measurable outcomes.
  • Support the identification of bottlenecks, handoffs, and dependency risks that limit speed, quality, or predictability—and recommend improvements.
