Job Summary Position title: Billing Manager, Health Home (Care Management Division) Reporting to: Vice President, Operations The Billing Manager, Care Management Division will oversee all billing, claims submission, and revenue cycle activities related to Essen Health Care’s Health Home and Care Management programs. This role is responsible for ensuring accurate, timely, and compliant billing operations while maximizing reimbursement and reducing denials across multiple programs and partners. The ideal candidate is a detail-oriented healthcare revenue cycle leader with strong knowledge of NYS Medicaid Health Home billing requirements and the ability to manage corporate-level billing operations across a growing care management network.

Requirements

  • 5–7+ years of healthcare billing or revenue cycle management experience
  • Strong knowledge of NYS Medicaid Health Home billing and Care Management reimbursement models
  • Proven experience managing billing teams and corporate-level billing operations
  • Experience with claims systems, EMRs, and billing platforms
  • Strong analytical, organizational, and problem-solving skills
  • Excellent communication and leadership abilities
  • Bachelor’s degree required

Nice To Haves

  • Experience in population health, care management, or value-based care billing
  • Knowledge of NYC/Bronx healthcare payer landscape
  • Experience scaling billing operations across multi-site or multi-program environments
  • Familiarity with regulatory audits and compliance reporting

Responsibilities

  • Oversee all Health Home and Care Management billing operations at the corporate level
  • Ensure timely and accurate submission of claims in accordance with NYS Medicaid Health Home and Care Management regulations
  • Manage end-to-end revenue cycle processes including charge capture, claims submission, payment posting, reconciliations, and denial management
  • Monitor billing performance and implement strategies to improve collections and reduce aging AR
  • Ensure compliance with NYS DOH, Medicaid Managed Care, and Health Home billing guidelines
  • Stay current on regulatory changes impacting Health Home and Care Management billing
  • Conduct regular audits to ensure documentation supports billed services
  • Partner with Compliance and Clinical teams to address gaps and corrective action plans
  • Track and report key revenue cycle metrics including:
  • Days in AR
  • Denial rates
  • Collection rates
  • Billing volume and revenue trends
  • Prepare monthly billing and revenue reports for executive leadership
  • Identify opportunities for process improvement and revenue optimization
  • Develop standardized workflows and training materials for Health Home billing processes
  • Foster a culture of accountability, accuracy, and continuous improvement
  • Work closely with Care Management Operations, Clinical Leadership, IT, Finance, and Compliance teams
  • Support onboarding of new Care Management partners and programs from a billing and revenue cycle perspective
  • Serve as subject matter expert for Health Home billing questions and escalations
  • Implement scalable billing workflows to support program growth
  • Partner with IT to optimize billing systems, reporting tools, and data integrity
  • Lead initiatives to automate billing processes where possible
