About The Position

BryceTech is currently looking for Budget Analyst II. This position will be supporting Joint Product Manager Integrated Early Warning to deliver timely, integrated, and credible early warning of chemical, biological, radiological, and nuclear hazards. The Person in this role will: Work directly with Government Senior Budget Analyst to support the Program Management Office’s financial management process. Plan and carry out budget procedures including monthly monitoring of expenditures and revenues and communicating monitoring status. Prepare reports of Status of Funds in the General Fund Enterprise Business System (GFEBS). Act as a member of a Financial Business Management Team supporting a Department of Defense (DoD) program office and perform reconciliation between several systems. Possess a strong capability and proficiency in the use of automated financial systems, e.g., GFEBS, Defense Travel System (DTS), Standard Operations and Maintenance Army Research & Development Systems (SOMARDS) Legacy, Electronic Document Access (EDA), Wide Area Work Flow (WAWF), and Comprehensive Cost and Requirement System (CCaRS) in order to track and generate end of month budget execution and prepare financial and reconciliation reports. Analyze financial data between various government accounting systems to determine errors and submit correction packages to the Defense Finance and Accounting Service for input. Verify funding documents for validity prior to submission for budgetary adjustments. Submit financial reports summarizing all reconciliation efforts and unresolved discrepancies. Prepare responses to assigned tasks and assist in properly structuring financial data. Respond to audit request and gather sample audit documentations for the organization’s current audit readiness and have experience in assisting in the response to audit testing. Possess expertise in personal computing, e.g., spreadsheets, word processing, database management, with demonstrated experience in a DoD Enterprise Resource Planning (ERP) financial system, e.g., GFEBS, etc. Possess knowledge, understanding and working knowledge of the DoD Instruction (DODI) 5000.1 of acquisition, budget, and financial management with Operations and Maintenance (O&M), Research, Development, Test and Evaluation (RDTE) and Procurement appropriations.

Requirements

  • Possess three (3) years of experience perfuming a full range of budget functions, applying an expert knowledge of financial management and program principles (i.e., policies, procedures, concepts, standards, terminology, and business operation systems) to execute assignments and projects in a DoD financial resource management office.
  • Possess a strong capability to operate within GFEBS, as well as a systems background and familiarization with CCaRS, and DTS.
  • Possess a familiarization and working knowledge of the DOD Instruction (DODI) 5000.1 acquisition processes and execution of funding, including appropriations associated with an acquisition program (i.e., RDT&E; Procurement (PROC); and Operations and Maintenance (O&M)).
  • Possess an understanding of Department of the Army (DA) audit requirements and have experience assisting in the response to audit testing and drafting standard operating procedures to institutionalize a climate of audit readiness.
  • Be skilled in personal computing (e.g., spreadsheets, word processing, graphics, database management, communication packages, etc.), to include recent work in a DOD-relevant ERP financial system, such as GFEBS.
  • Possess the oral and written communication skills necessary to articulate information in a clear and concise manner, as well as strong organizational, interpersonal, analytical problem solving, leadership, and presentation skills.
  • Be a team-oriented individual with the ability to handle multiple, high priority projects with a keen attention to detail.
  • Be a motivated self-starter with the ability to perform duties and meet deadlines with minimal supervision.
  • Be able to use the Microsoft Office Suite of software applications (e.g. Outlook, Word, Excel, Power Point) to create and maintain documents and communications.
