About The Position

Boeing Defense, Space & Security (BDS) has an exciting opportunity for a Business Development and Strategy Senior Manager (L Level) to join the Campaign and Competitive Analysis (C&CA) team and lead activities associated with competitor cost analysis, Rough Order of Magnitude (ROM) affordability, cost/price to win, cost volume support, and competitive assessments, in support of winning new business in Berkeley, MO or Hazelwood, MO. The C&CA team engages with campaigns across BDS & Boeing Global Services (BGS) to support the pursuit and capture of new business opportunities. The C&CA team is an agile, cross-disciplinary team that combines knowledge across technical, financial, and business development domains with an understanding of domestic and international customers, to drive independent competitive assessments, inform capture strategies, and recommend affordability and price-to-win ranges for specific campaigns. Strong communication and organizational skills are critical to success in this position, along with the ability to build strong relationships, collaborate in a cross-functional environment, and utilize problem-solving skills to proactively identify and manage risks and opportunities. The successful candidate will report to the C&CA Senior Manager and have responsibility for: Competitor cost analysis, ROM affordability, cost/price to win, proposal cost volume support, horizontal proposal volume integration, and competitor financial assessment associated with competitive BDS, BGS-G, and international campaigns. Competitive assessments and independent campaign analysis of the Boeing offers for competitive Air Dominance, Weapons, and BGS-G US Government campaigns, as well as competitive international campaigns Review/understand many different types of contracting methods and evaluation approaches and provide overall acquisition expertise to assist campaign teams with strategy development and compliant responses. Develops and maintains relationships and partnerships with various functions, stakeholders, peers, partners and direct reports. The C&CA Manager will assist with developing the people and skills to grow the C&CA organization and provide functional expertise to manage complex, competitive new business campaigns, capturing Orders to meet Long Range Business Plan (LRBP) goals. Candidates interested in this position should have an overall understanding of the current Air Dominance and Weapons military markets, competitors, and financials. The desired candidate should have sufficient depth of US Government defense budget and acquisition processes to be able to lead and/or advise teams that are pursuing new US defense program business. This position will be required to mentor and lead cross functional teams of non-advocate subject matter experts in development and critical review of (a) Competitive Assessment strategy and estimates, (b) Proposal business and technical strategies, (c) Rough Order of Magnitude (ROM) Cost/Price-to-Win Affordability targets and (d) win strategy evaluation. The desired candidate should have a demonstrated track record in effective review of proposal volumes to ensure a clear and compliant proposal is submitted. To these ends the desired candidate should be able to (a) perform analysis of RFP / Bidder Instructions to gain an understanding of the Customer’s requirements, in order to ensure a fully compliant proposal, (b) examine unique Customer requirements (e.g., variation in quantity, advance procurement) and develop initial plans on how to respond, and (c) review horizontal integration across all elements of a proposal. The desired candidate must have the strength and courage to professionally respond to challenges and conflicting opinions, while always being open to considering new ideas and thoughts. This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options. This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required.

Requirements

  • 3+ years of Competitive Acquisition Experience
  • Experience developing or evaluating cost/price proposals and business cases
  • Experience with the DOD Budgeting and acquisition process
  • Experience leading through influence and partnering with cross-functional teams on projects and initiatives
  • Strong communication, problem solving and analytical skills
  • Experience in preparing and presenting executive level briefings
  • This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. An interim and/or final U.S. Secret Clearance Post-Start is required.

Nice To Haves

  • 5+ years of experience leading through influence and partnering with cross-functional teams on projects and initiatives
