This position provides technical and operational support through workflow configuration, data management, reporting, and process improvement to ensure Development Services functions are aligned with departmental objectives, performance expectations, and the City’s commitment to organizational excellence and customer service. EXAMPLES OF WORK TO BE PERFORMED: Serve as the primary functional administrator for the Enterprise Permitting & Licensing (EPL) system, including configuration of workflows, forms, business rules, and user permissions. Lead and participate in system lifecycle activities including process mapping, requirements gathering and documentation, system configuration, user acceptance testing (UAT), deployment support, ongoing system evaluation. Monitor daily system operations to ensure continuity of permitting, inspections, plan review, and licensing functions. Serve as the primary point of contact for system-related issues, troubleshooting functional problems, and coordinating resolution with IT staff and vendors. Develop, maintain and enhance standard and ad-hoc reports, dashboards, and performance metrics using enterprise reporting and data visualization tools (e.g., SQL-based queries, Power BI, or similar tools). Extract, analyze, and interpret system data to support operational decision-making and continuous improvement initiatives. Assist in evaluating future system integrations, enterprise technology solutions, and data-sharing opportunities that support city-wide operational goals. Design and implement end user training and adoption of system enhancements and updates.
