Job Description: Capital Delivery Project Manager Purpose: Under minimal supervision, this position performs responsible and professional work coordinating various medium-to-large or complex capital improvement engineering and architectural projects, and trains and serves as team leader/supervisor of various projects. Serves as liaison with contractors, consultants, and departments. Notes to Candidate: Position Overview: Welcome to the exciting world of engineering project management in the Austin Capital Delivery Services Utility Project Management Division! Supported by a solid team of dedicated leaders and project managers, the Capital Delivery Project Manager will work on exciting water, wastewater, and other civil engineering projects that serve a higher purpose with greater skill and autonomy. In this exciting opportunity, you will be exposed to all the inner workings of project delivery in the City of Austin. Your direct impact will range from stakeholder engagement, public engagement, and contractor partnering to deliver large, interesting, and complex water, wastewater, and civil engineering projects. Capital Delivery Project Managers are at the forefront of positive city-wide transformation by managing impactful water and wastewater conveyance and treatment systems along with other civil engineering projects from conceptual stage through construction. This position demands meticulous attention to detail coupled with a strategic vision, as our project managers play a pivotal role in overseeing project scope, schedule, and budget. They are instrumental in steering projects seamlessly through every stage of design and construction, ensuring a holistic and successful project delivery. Who We Are: Austin Capital Delivery Services Department (CDS) builds public projects to support the community. We do this by directly managing the City of Austin’s Capital Program with over 600 active projects, representing an investment of over $10 Billion. Requirements

  • Knowledge of engineering and architectural design principles, practices, procedures, and estimating techniques.
  • Knowledge of project accounting; architectural and construction methods; and the principles, methods, and practices of project management.
  • Knowledge of laws, rules, regulations, and codes associate project assignment.
  • Knowledge of budget policies and principles.
  • Knowledge of contract policies and procedures.
  • Skill in adapting, interpreting, and applying guidelines and standards.
  • Skill in establishing and maintaining positive relationships with internal and external customers.
  • Skill in using available software packages.
  • Skill in evaluating contract agreements.
  • Skill in writing and interpreting legal descriptions of leases, real estate, easements, and similar properties.
  • Skill in negotiating with various audiences to accomplish objectives.
  • Skill in written and oral communications including public presentations.
  • Skill in completing projects within the required scheduling.
  • Ability to make prompt decisions and develop new and relative ideas for providing a quality product and quality customer service with little or no supervision.
  • Ability to perform all facets of projects such as the coordination of demolition, inspection, security, title clearance, soil testing, site location, property management, and preparation of files for Federal auditing with little or no supervision.
  • Ability to exercise sound judgment, tact, and diplomacy in all public contacts.
  • Ability to communicate in oral or written format to a variety of audiences.
  • Ability to resolves conflicts and difficult situations.
  • Graduation with Bachelor's degree from an accredited college or university in engineering, architecture, or construction science, plus eight (8) years of experience in a field related to engineering, architecture, or construction management, four (4) of which were directly responsible for and in charge of managing architectural and engineering design or construction projects OR Graduation with a Bachelor’s degree from an accredited college or university in any field, plus ten (10) years of experience in a field related to engineering, architecture, or construction management, six (6) of which were directly responsible for and in charge of managing architectural and engineering design or construction projects.
  • Must possess one of the following licenses or certifications or be able to obtain within six (6) months of hire date: Licensed Professional Engineer (PE) in the state of Texas Licensed Registered Architect (RA) in the state of Texas Project Management Professional (PMP) Certified Construction Manager (CCM)

Nice To Haves

  • Experience managing the design and construction of multi-million-dollar water, and/or wastewater utility projects, civil engineering, transportation, and watershed engineering projects.
  • Experience reading and interpreting construction contract documents and plans for water, wastewater utility, and/or civil engineering projects.
  • Experience in utilizing contract documents to resolve contractual disputes or claims within civil construction projects, including interpreting terms and conditions, addressing scope discrepancies, managing delays, and negotiating settlements related to project timelines, budgets, and quality standards.
  • Experience developing and monitoring schedules and budgets for the design and construction of water, wastewater utility, transportation, watershed, civil engineering projects.
  • Ability to travel to more than one work location.

Responsibilities

  • Develops, monitors, analyzes, reports, and revises the schedules by obtaining input from knowledge and/or technical sources.
  • Manages and initiates review and/or design of engineering/architectural projects.
  • Manages the selection process and administers consultant services, including negotiating contract terms and fees by negotiating the contract, approving the consultant's product, approving payment to consultant, initiating poor performance remedies, etc.
  • Manages, monitors, and reviews contracts and contractors to ensure compliance with contractual obligations, including administering change orders and estimates.
  • Develops short- and long-range plans for future to ongoing projects, including estimating timelines for start-up and completion of projects.
  • Develops, maintains, and improves design and construction project management policies and procedures.
  • Provides technical advice and assistance to City management, field personnel, contractors, etc.
  • Develops and evaluates plans, criteria, etc. for a variety of projects, programs, and plans.
  • Meets with project engineers/architects and contractors to discuss and resolve issues related to designs and design changes.
  • Coordinates the analysis of site selection by hiring various consultants to develop reports and reviews recommendations with consultants and sponsoring departments.
  • May provide leadership and/or supervision to assigned employees or project management.
