About The Position

The Department of City Planning (DCP) plans for the future of New York City, working to create thriving and dynamic neighborhoods with access to housing and jobs, resilient infrastructure, and a vibrant public realm. The Department engages communities to develop inclusive plans, expands housing access and economic opportunity, and plans for long-term sustainability. DCP supports the City Planning Commission in its annual review of hundreds of land use applications. The Department also advises on citywide strategic and capital planning, analyzes data, conducts policy analysis, and creates open data and civic engagement tools. CAPS is seeking a motivated, entrepreneurial, and intellectually curious Capital Planner to work across our citywide needs and facilities and neighborhood capital planning workstreams. Depending on the successful candidate’s unique skillsets, near-term projects and responsibilities may include, among others: - Coordinate potential capital investments and interagency collaboration for neighborhood plans + Develop and administer work programs for capital strategies informed by budget analytics, neighborhood needs, and policy priorities + Support agency-specific capital planning processes to drive consistent data-informed decision-making + Plan, produce content for, and host regular Capital Planning Forums with city agencies - Lead the annual Community District Statements of Need process + In partnership with other experts within and external to CAPS, conduct the annual processes to guide community boards through the submission of their statements of needs and accompanying capital and expense budget requests and guide agencies and OMB through the agency response process + Plan for and deliver platform and process improvements related to customer service to both community boards and agencies + Ensure community input is driving agency decision-making for capital and expense neighborhood investments + Provide subject matter expertise to divisions and agencies using community inputs for planning purposes - Provide strategy, project management, analysis, and writing input on the bi-annual Ten-Year Capital Strategy and the annual Citywide Statement of Needs reports

Requirements

  • A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or
  • A satisfactory combination of education and/or experience that is equivalent to “1" above.
  • Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience.
  • However, all candidates must have a baccalaureate degree.
  • Assignment Level III To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
  • Assignment Level IV To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.

Responsibilities
