About The Position

Modern Technology Solutions Incorporated (MTSI) is seeking a Capture Lead. The Capture Lead will provide business development support to the Naval Aviation and Special Programs Business Unit Lead in the Lexington Park, MD/Naval Air Station Patuxent River in a business development/capture management role specifically for Naval Air Systems Command (NAVAIR) new business. Responsibilities: As the Senior Manager of NAVAIR Capture you will be responsible for leading strategic capture and proposal activities at NAVAIR. Primarily responsible for supporting the identification and capture of new business and long-term cultivation of customer and industry partner relationships at NAVAIR while developing, identifying, and qualifying new strategic opportunities.

Requirements

  • Minimum 15 years of experience in DoD/DOW
  • 3 years of experience in Naval Air Systems Command at NAS Patuxent River
  • Experience in establishing strong working relationships with R&D/acquisition program managers as well as organizational leadership
  • Experience identifying, capturing, and winning new customers on behalf of a highly technical team
  • 5 years of Program Management experience; experience leading classified programs at the SCI or SAP level; knowledge of the DoD Defense Acquisition System.
  • Experience providing corporate project management as prime PM or subcontractor PM
  • PMP certification.
  • Must possess strong interpersonal skills including oral and written communication with attention to detail. The ability to interact with people at all levels is required.
  • Strong Microsoft Office skills to include Word, Excel, Outlook, and PowerPoint.
  • Possess an active TS/SCI security clearance with SCI eligibility

Responsibilities

  • Develop and capture new business opportunities working all phases of the business development lifecycle: identification, qualification, pursuit, capture, pre-proposal readiness, proposal management, color team and gate reviews.
  • Qualify opportunity, establish customer relations, build the right team, develop win strategy based on customer and competition research.
  • Identify team members, negotiate Teaming Agreements, organize proposal effort.
  • Manage all capture requirements from inception to submission to include development and presentation of all gate review briefings
  • Maintain current working relationship with existing customers.
  • Build positive relationships within and across industry and government partners. Identify, qualify and capture business opportunities
