About The Position

This position supervises a unit of Daycare Child Care Regulation (CCR) staff responsible for investigating and monitoring compliance with minimum standards in child care operations in accordance with the Texas Family Code, Texas Human Resources Code, Texas Administrative Code, Minimum Standards and the Licensing Policy & Procedures Handbook. The position is also responsible for supervising staff to ensure they are evaluating risk to children, and recommending appropriate follow up actions to deficiencies and investigation findings, including corrective action and adverse actions. The position will work closely with other agency staff, to ensure the safety of children in out of home care. The position oversees staff to ensure regulations are followed in accepting and processing applications; issuing permits; conducting inspections and investigations; monitoring child care operations for compliance; completing investigation activities; approving waivers and variances; recommending corrective and adverse actions, and providing technical assistance to providers. The position regularly handles sensitive and confidential information. The position is responsible for training and planning the unit’s work. The position must work with unit staff to encourage and support each unit member’s professional development. The position must ensure the quality assurance standards are met and good practices are incorporated into all aspect of the unit’s work. The position interacts with agency staff, professional in the community, legislative staff, legal personnel, provider organizations, and the general public.

Requirements

  • Leadership and management experience.
  • Regulatory experience in compliance with law, rules and policy.
  • Ability to establish and maintain effective working relationships with internal and external stakeholders.
  • Excellent communication skills, both verbal and written.
  • Ability to strategically plan and manage staff performance covering a large geographic area.
  • Ability to analyze and use data to improve unit performance.
  • Ability to prioritize and manage multiple responsibilities.
  • Ability to work with minimal supervision and demonstrate independent judgment.
  • Bachelor’s degree required.

Nice To Haves

  • Preferably in a human services related field.
  • Preferred experience in child care regulation, child development, or closely related activities.
  • Preferred experience in supervision, management or leading projects.

Responsibilities

  • Staff Development: Manage and develop the performance of employees who report directly to the position and those that are assigned to the position's area-of-responsibility through review of performance data, regular conferences, training, and performance reviews.
  • Unit management and daily operations: Responsible and accountable for ensuring unit members have completed case management actions and processed decisions in accordance with the LPPH, HRC, and TAC to ensure the health, safety, and well-being of children in care through consultations, case-readings, QA and other statistical reports, and observation of staff. Holds regular unit meetings, manages caseloads, and provides timely approval of regulatory activities requiring supervisor approval.
  • Enforcement Actions: Responsible and accountable for ensuring unit members identify when to recommend an enforcement action and enforce a corrective action, in accordance with the CCRH, HRC, and TAC, to ensure the health, safety, and well-being of children in care.
  • Community Engagement: Responsible and accountable for ensuring unit members participate in community engagement activities. In addition, the employee participated in activities to inform the public and stakeholders about the program. Attends CCR supervisor meetings, staff meetings and other meetings and conferences to assist in planning, coordinating, supervising, and administering the CCR program. Serves on committees and attends meetings, both internal and external, at the direction of CCR leadership. Makes presentations and participates in community awareness and related activities to inform the general public about the CCR program.
  • Professional development: Through continuing education, employee maintains current knowledge of child development, regulatory practices, health and safety, applicable law and rule, and related fields to support the mission of CCL.
  • Other duties as assigned: Employees are sometimes assigned tasks that are not specifically related to the employee's essential job functions; however, they are equally important and must be accomplished with the same professionalism as regular work.
