About The Position

The Maryland Department of General Services (DGS) supports State and local government agencies, as well as local non-profit organizations and the citizens of Maryland, by providing facilities management, real estate and surplus property services, as well as security and law enforcement for State buildings. DGS is also responsible for a full spectrum of facilities engineering, design and construction services, almost $1 billion in annual contract administration, and overseeing the State procurement process. The Maryland Department of General Services (DGS) is looking to hire a talented and experienced leader to provide management and supervision for the staff who are responsible for maintenance engineering work as mandated in the Statewide maintenance and repair program for all DGS supported agencies. This position is responsible for identifying maintenance deficiencies, prioritizing maintenance projects, managing critical maintenance, hazardous materials facilities renewal, underground tank, using agency appropriations and emergency projects. This position serves as the Chief of Maintenance Engineering for the design, inspection and repair of systems and utilities related to the maintenance of buildings and grounds. This position manages fund sources (underground tanks, hazardous material, capital and operating maintenance budgets). The position also manages personnel and financial resources, in addition to developing short- and long-range plans for the program operations.

Nice To Haves

  • Seven (7) years of professional experience, including experience supervising large teams.
  • Experience with program management, preferably major construction programs.
  • Experience serving as an Engineer or Project Manager in building construction, renovation, or maintenance.
  • Experience performing maintenance or construction engineering work related to facility systems.
  • Experience managing design and construction projects to include cost estimation, project cost analysis, preparing project specifications, and evaluating A/E schedules, estimates, and project scope.
  • Experience administering or coordinating funding for capital and operating projects in Maryland.
  • Bachelor’s degree in Engineering or Architecture from an accredited college or university.
  • Knowledge of Maryland State procurement processes.
  • Understanding of government funding practices.
  • Knowledge of contract and funding structures.
  • Relevant U.S. Armed Forces military service in Civil Engineer Corps classifications or Construction Engineering Technician, Civil Engineering, or Combat Engineering specialties.

Responsibilities

  • Direct and oversee the Maintenance Engineering Division, assigning and managing project management, hazardous materials, assessment, and roofing activities to ensure timely completion.
  • Develop, implement, and update policies, procedures, goals, and performance standards; determine organizational structure and staffing requirements.
  • Plan, coordinate, supervise, and evaluate subordinate supervisors and program staff across project management, hazardous materials, roofing, and assessment functions, including inspections, project justification, A/E selection, procurement, contract award, and on-time, on-budget delivery.
  • Testify at legislative and budget hearings in support of departmental programs and projects.
  • Conduct performance evaluations, and approve leave requests and timesheets.
  • Manage the hazardous materials, underground storage tanks, and capital and operating maintenance budgets.
  • Coordinate with DGS leadership and partner agencies to align priorities, funding sources, and budget constraints, ensuring timely appropriation and expenditure of funds for State-owned facilities.
  • Represent the Department with external agencies and stakeholders; ensure efficient and effective allocation of project funds.
  • Oversee preparation of agenda items for Board of Public Works (BPW) and Department Procurement Review Board (DPRB) approvals.
  • Prepare and submit capital and operating maintenance budgets to the Department of Budget and Management (DBM) for legislative review.
  • Maintain project fact sheets and update the Capital Projects Database (AS/400) to ensure accurate reporting to legislators, agencies, and private partners.
  • Provide project status and activity reports to executive leadership.
  • Conduct site visits to evaluate existing conditions, project feasibility, and potential impacts.
  • Participate in DBM hearings and legislative budget briefings, addressing cost, constructability, and project-specific inquiries.
  • Draft correspondence on project matters for the Secretary and Assistant Secretaries’ signature.
