About The Position

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Chief of the Office of Child and Family Policy. Subject to management approval, this position will direct and control the operation of the policy analysis program, providing expert clinical review and consultation regarding proposed policies and procedures. The position will manage the scope and format of the policy analysis program and provide oversight of professional and administrative staff. This position provides a great opportunity for someone who is detail oriented and interested in providing leadership in the review of policies impacting the Department’s operations and services. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college
  • Requires four years of professional experience in the evaluation of complex managerial and administrative policies and procedures
  • Requires three years of supervisory experience in an administrative, regulatory, or governmental setting
  • Requires the ability to pass a background check
  • Requires ability to travel in the performance of duties. Requires appropriate, valid driver's license
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement ofEconomic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings

  • Prefers four years of professional experience managing or conducting the drafting and development of policies, rules, and procedures in a public or business organization
  • Prefers completion of a master's degree
  • Prefers four or more years of experience supervising professional staff in a public or business organization
  • Prefers three years of professional experience reviewing proposed legislation to determine its potential impact on the policies of a public or business organization
  • Prefers four years of professional experience conducting planning activities on statewide basis in a management capacity
  • Prefers three years of professional experience conducting community outreach as a representative of a public or business organization

Responsibilities

  • Serves as Chief of the Office of Child and Family Policy
  • Directs, coordinates, and develops a policy and procedure review clearinghouse
  • Serves as full line supervisor of subordinate supervisory staff
  • Directs the review and analysis of all Departmental policies and procedures to ensure compliance with state statutes and federal regulations
  • Represents the Department before other state agencies and governmental entities, private and public organizations, and other community and professional groups
  • Manages and coordinates the ongoing review of agency procedure manuals and bulletins
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
