About The Position

The Chief Officer – Rail Equipment Engineering & Maintenance (REE&M) will plan, lead, organize and oversee all functions of the Rail Engineering and Equipment Maintenance Division and define work activities for REEM Operations. Responsible for establishing and implementing a comprehensive fleet maintenance plan, maintaining focus on KPIs that define success for SEPTA’s service delivery, work with internal and external stakeholders on the delivery of safe, reliable and effective maintenance services while maintaining a safe, productive work environment for all REEM employees. Oversee all rail vehicle engineering and maintenance functions for all rail revenue and non revenue vehicles.

Requirements

  • Bachelor’s Degree and fifteen (15) years of progressively responsible rail vehicle maintenance and/or engineering required.
  • An equivalent combination of experience and education (two (2) years of related experience, equating to one (1) year of formal education) may be considered.
  • Project Manager/Director-level of experience required
  • Demonstrated understanding of all rail transportation modes and services required.
  • Excellent verbal and written communication skills with ability to organize and present technical and program presentations to all levels of management and external organizations required.
  • Excellent interpersonal skills and ability to communicate effectively with all levels of management required.
  • Must possess a valid driver’s license required.

Responsibilities

  • Enforces safety regulations and implements safety programs
  • Establishes engineering and maintenance goals, policies and programs designed to exceed service goals in areas such as: vehicle reliability, appearance and cleanliness, customer satisfaction, financial performance, mean distance between failures, etc.
  • Fosters a collaborative and ensures that employee morale is high and that employees are dealt with fairly and equitably in compliance with labor agreements, and Authority Policy.
  • Directs preparation and control of the annual divisional budgets, both capital and operating, monitor and control all budget expenditures. Maintains rolling five (5) – year plan for vehicle overhaul programs.
  • Responsible for the scheduled overhauls and the routine maintenance of all Light Rail, Subway/Elevated and Regional Rail fleets.
  • Oversees the development of standards for design, engineering, inspections, and materials used in rail engineering and maintenance.
  • Interprets Authority Policy and administrative directives and establishes departmental policies and procedures to implement them.
  • Provides operational data and recommendations for developing specifications and procedures for purchase of vehicles and supplies, or changes to, or implementation of new maintenance practices.
  • Supports the implementation of Planning initiatives for rail service, including but not limited to: Regional Rail Master Plan, King of Prussia Rail and Trolley Modernization.
  • Assures compliance with all federal, state, and local rules and regulations as related to all vehicle procurements, maintenance activities, and vehicle overhauls including FTA, FRA, EPA, NHTSA, ADA, PennDOT, and SSOA rules and regulations.
  • Oversees the activity related to configuration management control of all vehicles including the updating of all vehicle-related documentation required for maintenance, operation, and parts information for our fleets of rail revenue and non-revenue equipment.
  • Makes recommendations and assists in negotiations for changes to applicable labor agreements.
  • Monitors daily activities and the performance of various operational activities and provides leadership and direction to subordinates to correct and improves problem areas and meet established goals.
  • Performs other such tasks as directed by the AGM, Operations or General Manager.
  • Complies with all Authority and departmental safety and security policies and procedures as well as all applicable job safety responsibilities. Reports any safety concerns, compromises or hazards affecting operations, the public self and/or other employees. Responsible for personal safety and is encouraged to promote the safety of others.
