About The Position

The Chief Program Officer (CPO) provides leadership and operational oversight for Trinity Services’ residential, day, and designated ancillary program areas. This role ensures the consistent delivery of high-quality, person-centered supports that reflect the organization’s mission, regulatory requirements, and standards of excellence. The CPO drives program performance through strong operational discipline, visible field engagement, and the development of effective program leadership practices. This role is accountable for ensuring program operations consistently reflect Trinity Services’ standards of quality, stability, and person-centered service delivery.

Requirements

  • Maintains the highest level of confidentiality regarding information related to people served, personnel matters, regulatory activities, and organizational strategy.
  • Exercises sound judgment and makes timely, well-reasoned decisions that support organizational stability and quality outcomes.
  • Demonstrates strong leadership and supervisory skills necessary to guide and ensure quality outcomes on performance metrics and key performance indicators
  • Models and ensures person-centered practices within program environments
  • Demonstrates working knowledge of Illinois DHS/DD, CILA, and related regulatory requirements in program operations.
  • Analyzes program data and operational reports to identify trends, risks, and opportunities for improvement.
  • Communicates clearly and professionally in both written and verbal formats with internal and external stakeholders.
  • Builds collaborative working relationships across departments to support coordinated service delivery. Prioritizes multiple initiatives and manages competing demands in a complex, multi-site environment.
  • Demonstrates proficiency in standard office technology and data systems used to monitor program performance.
  • Be able to lift over 40 pounds from floor to waist unassisted
  • Be able to push and pull 75 pounds
  • Be able to complete deep knee squats
  • Be able to push wheelchairs up to 200 pounds
  • Remain in a stationary position, often standing or sitting for prolonged periods
  • Operate motor vehicles
  • Master’s degree required in human services, social work, psychology, healthcare administration, public administration, business administration, or a closely related field.
  • Minimum of ten (10) years of progressively responsible leadership experience in intellectual and developmental disability services or closely related human services.

  • Preference is given to those with additional mental health experience.
  • Preference is given to candidates with experience overseeing multi-site service delivery systems

Responsibilities

  • Provides direct supervision/1:1 supportive sessions (bi-weekly) to Residential and Day Network Directors to ensure consistent execution of program expectations.
  • Establishes clear performance expectations and leads structured goal-setting processes for Network Directors related to program quality, budgetary needs, operational effectiveness, and regulatory adherence.
  • Monitors and analyzes program performance through routine review of defined metrics, and organizational reports to identify trends, risks, and areas requiring intervention.
  • Ensures residential and day services are implemented in alignment with person-centered principles and support meaningful quality-of-life outcomes for people supported.
  • Maintains regular on-site presence across residential and day locations to evaluate service delivery, staff engagement, environmental conditions, and leadership effectiveness. This includes minimally one evening weekly, with flexibility required.
  • Provides timely, specific coaching and feedback to Network Directors and program leaders based on site observations and performance trends.
  • Supports timely access to services by ensuring Intake parties and Network leadership facilitate appropriate placements within residential and day programs.
  • Maintains current working knowledge of Illinois DHS/DD, CILA, and other applicable regulatory requirements reinforcing operational expectations with program leadership
  • Ensures network readiness for surveys and external reviews and supports follow-through on required action steps in coordination with the COO and designated quality/compliance functions.
  • Collaborates with Finance, Human Resources, and Operations leaders to support workforce stability, responsible resource utilization, and effective program operations.
  • Promotes consistency in service delivery models across networks while allowing for appropriate responsiveness to individual program needs.
  • Participates actively in strategic planning by contributing program insight to organizational planning and priority setting.
  • Communicates regularly with the Chief Operating Officer regarding program performance, emerging risks, and resource needs.
  • Supports organizational change initiatives and service model improvements to strengthen program effectiveness.
  • Participates in and contributes to organizational events and fundraising activities.
  • Engages in ongoing professional development to strengthen leadership capacity and model a culture of learning that supports the continued growth and development of Network Directors and other program leaders
  • Performs other related duties as assigned to support the effective operation of Trinity Services programs.
