About The Position

Huitt-Zollars, Inc, is seeking an experienced Project Manager in the Philadelphia office to lead the delivery of complex institutional and transportation facilities projects. The ideal candidate brings deep expertise of all phases with emphasis on bid and construction phase services. The candidate will have a demonstrated ability to support business development efforts and build high-performing construction management teams. This role requires technical leadership, client engagement, and a thorough understanding of public-sector project delivery.

Requirements

  • Minimum of 10 years of experience in facilities design and construction (required).
  • Project Management experience including contracting with owners, as a subconsultant with and subconsultants.
  • Bachelor’s degree in Civil Engineering or Civil Engineering Technology (required).
  • Professional Engineer (PE) license and/or Certified Construction Manager (CCM) certification (required).
  • Demonstrated experience delivering institutional facilities (e.g., government, education, healthcare) projects as a Construction Manager.
  • Extensive hands-on experience with bid phase and construction phase services, particularly for public-sector projects.
  • Strong understanding of construction contracts, procurement methods, and industry-standard contract documents.
  • Proficient in plans and specification reading, Blue Beam, CAD, Revit a plus.
  • Detail-oriented with strong organizational and documentation skills.
  • This position requires in office work and collaboration with the Philadelphia team, project site visits, virtual meetings and in-person client meetings.

Responsibilities

  • Translate owner assignments to deliver high-level expert advice and provide oversight for several facility projects in planning, design and construction including providing feedback and direction to other project managers as an independent entity on behalf of the owner(s).
  • Lead and facilitate protocols and guidance memorandums for After Action reporting, bid evaluations, cost estimating, constructability and value engineering, front end specifications, change orders, scheduling, and risk management.
  • Complete executive briefs, decision making summaries/options, progress reports, risk analyses, cost estimate assessments.
  • Review proposals for transit CM/CI teams and negotiate on behalf of owner.
  • Serve as the lead for risk minimization strategy and resolution of issues on behalf of the owner, the Transit Agency and the CM/CI firm.
  • Ensure projects are delivered in compliance with contract requirements, design intent, applicable codes, and regulatory standards.
  • Maintain dashboards on program metrics for costs and schedule. Proactively identify and resolve issues impacting cost, quality, or timeline.
  • Manage other program management activities such as historical costs database, preventative maintenance manuals and monitoring, best practices research and recommendations, facility condition assessments, project status tracking, and state of good repair project evaluations and delivery.
  • Facilitate project meetings, prepare progress reports, and maintain comprehensive project documentation.
  • Adhere to HZI Corporate quality management policy.
  • Support business development activities, including teaming relationships, participation in client meetings, proposal development, interviews, and project pursuits.
  • Contribute technical expertise and construction-phase insight to proposals and marketing materials.
  • Assist in identifying new opportunities with existing and prospective clients, particularly within institutional and transportation markets.
  • Build and maintain strong client relationships to support repeat business and long-term growth.
  • Collaborate with leadership to develop strategies for expanding construction management services.
  • Participate in the recruitment, hiring, and onboarding of technical staff.
  • Provide mentorship and technical guidance to junior and mid-level personnel.
  • Engage in professional development and career progression.
  • Foster a collaborative, high-performance team culture focused on quality, accountability, and client service including building relationships across corporate offices with discipline experts and support teams.
  • Assist in developing and standardizing construction management tools, procedures, and best practices.
  • Takes active steps in the pursuit of winning new business or additional opportunities with existing clients and may be responsible for a stated portion of office sales goal. Assists and/or leads team in pursuit of new work (repeat work, SOQ and Proposals). Develops and/or executes project Win strategy.
  • Successfully and consistently functions as Lead Principal-in-Charge for their designated Practice Area in geographic market.
  • Competent, knowledgeable, service leader in the market(s) they service.
  • Understands and follows HZ QMS and Quality initiatives. Ensures quality control measures are being adhered to on projects and daily operations.
  • Prepares and follows comprehensive Project Framework Instructions and proper work planning for a project. Ensures proper staff is assigned and utilized on their projects.
  • Reviews project reports and performance metrics to track project progress and budget. Leads successful projects (profit, on-schedule, quality, satisfied client). Verifies client satisfaction routinely and shares feedback with team.
  • Proactively works with PM to strategize resolving issues that impact project performance. Reviews progress with PM at least monthly (including & completes vs. % spent) and that PM is adhering to weekly rhythm.
  • Successfully contributes to the overall profitability and financial performance on projects.
  • Oversees staff deliverables and production assigned to their projects to ensure client, legal, and company requirements are met.
