The Civil Utility Construction Estimator – Substation is responsible for developing accurate, competitive, and comprehensive cost estimates for civil scopes supporting substation construction. This role focuses on below-grade work such as site preparation, mass grading, foundations, duct banks, grounding, and drilled piers. The position requires detailed cost analysis, constructability review, and coordination with project scheduling. Scheduling experience is required, with Primavera P6 experience strongly preferred. Requirements

  • 5+ years of estimating experience in civil or utility construction, with direct experience supporting substation projects.
  • Strong knowledge of substation below-grade construction, earthwork operations, drilled piers, foundations, and underground utilities.
  • Ability to interpret civil, structural, and geotechnical drawings and technical specifications.
  • Experience with estimating software; B2W experience strongly preferred.
  • Scheduling experience required; Primavera P6 experience strongly preferred.
  • Excellent analytical, organizational, and communication skills.
  • Bachelor’s degree in Civil Engineering, Construction Management, or related field preferred; equivalent experience considered.
  • Familiarity with utility standards, environmental requirements, and safety regulations.

Responsibilities

  • Prepare detailed labor, equipment, material, and subcontractor estimates for substation civil construction scopes.
  • Perform quantity takeoffs and review civil, structural, and geotechnical drawings, specifications, and reports.
  • Estimate earthwork activities including clearing, grubbing, excavation, backfill, import/export, and site grading.
  • Develop cost estimates for foundations, drilled piers, spread footings, equipment pads, and support structures.
  • Support bid schedules using Primavera P6 (preferred) or similar scheduling tools.
  • Analyze construction sequencing, access constraints, dewatering, and productivity assumptions to align cost and schedule.
  • Solicit, evaluate, and incorporate subcontractor and supplier pricing.
  • Collaborate with engineering, procurement, project management, and field teams to validate assumptions and improve constructability.
  • Participate in pre-bid meetings, site walks, and internal estimate review sessions.
  • Maintain and update historical cost data, production rates, and estimating databases.
  • Support proposal development with scope narratives, pricing summaries, and risk assessments.
  • Assist with turnover of awarded projects by clearly communicating estimating assumptions, constraints, and methodologies.
  • Utilize estimating software platforms (B2W experience preferred).
