About The Position

Overwatch Mission Critical is seeking an experienced Commissioning Owner’s Representative (Cx OR) to serve as the on-site leader of Quality Assurance and Commissioning oversight on large-scale data center construction projects. This role represents the Owner’s interests in the field and is responsible for ensuring that quality, commissioning, and system readiness standards are executed in alignment with program requirements, construction milestones, and operational turnover expectations. This is not a testing role. This is a leadership, oversight, and program execution role embedded with the GC, CxA, trade partners, and Owner stakeholders to drive a culture of quality and commissioning excellence from pre-construction through final turnover.

Requirements

  • 10+ years in data center construction, commissioning, or mission-critical MEP systems
  • Strong knowledge of electrical, mechanical, and power distribution commissioning
  • Experience working with General Contractors, Commissioning Agents, and Owner teams
  • Experience managing commissioning documentation platforms (ACC, CxAlloy, BIM360, or similar)
  • Deep understanding of L1-L5 commissioning processes and system integration testing
  • Proven ability to lead quality culture and drive accountability on site
  • Ability to read drawings, review submittals, RFIs, QA plans, and commissioning procedures
  • Strong communication, reporting, and cross-functional leadership skills

Responsibilities

  • Serve as the Site Leader for Quality & Commissioning
  • Act as the single point of contact for all Owner Quality and Commissioning matters on site
  • Drive alignment between the General Contractor, Commissioning Agent (CxA), trades, vendors, and Owner teams
  • Build and reinforce a strong quality culture across the project site
  • Ensure commissioning program requirements are met at every stage gate and milestone
  • Oversee Commissioning Program Execution (L1–L5)
  • Monitor commissioning progress, tag completion, and escalation processes
  • Guide transition from installation verification through integrated systems testing
  • Ensure commissioning activities occur in proper sequence and in alignment with program standards
  • Advise on equipment delivery sequencing to support commissioning and functional readiness
  • Act as the on-site subject matter expert for electrical, mechanical, and power distribution system commissioning
  • Support weekly site walks with engineering, GC, and CxA teams
  • Identify and escalate risks that may impact schedule, quality, or functional readiness
  • Champion quality inspections, commissioning requirements, and lessons learned
  • Guide localization and development of commissioning scripts and checklists
  • Ensure site-specific adjustments maintain program intent
  • Coordinate reviews with subcontractors and CxA teams
  • Oversee deferred testing, warranty items, and final system settings documentation
  • Administer site-level electronic document management systems (ACC, CxAlloy, or equivalent)
  • Train site teams on EDMS standards and usage
  • Audit commissioning documentation, asset modules, and final equipment settings
  • Maintain data quality and program alignment within the system
  • Lead weekly defect and commissioning issue reviews
  • Validate issue priority, data accuracy, and resolution timelines
  • Manage change control for commissioning scripts and program deviations
  • Escalate significant quality events and risks to program leadership
  • Track and report commissioning performance metrics weekly
  • Provide readiness assessments for major project milestones (MDA, IST, FR, etc.)
  • Support executive reporting and dashboard updates
  • Monitor L1-L5 progress and Significant Quality Events (SQEs)
  • Oversee CxA staffing plans and resource loading
  • Review invoices, progress, and schedule of values
  • Ensure proper onboarding and access for QA/Cx resources
  • Validate qualifications of commissioning and inspection personnel
  • Lead and attend OAC, Quality, Startup, and Commissioning meetings
  • Support Cx Kickoff and alignment sessions with GC and trade partners
  • Participate in design reviews, pull planning, FOAK, and MEP coordination meetings
  • Direct issue resolution with subcontractors and vendors
  • Ensure commissioning activities are integrated into the master construction schedule
  • Review 2-week look-ahead schedules and hold teams accountable
  • Participate in FAT, FWT, IWT planning and execution oversight
  • Support final readiness and turnover checklists
