This temporary position is located at 1915 Health Services Way, Raleigh - Wake County, with the Department of Health & Human Services/Rural Health. Job Order Hourly Rate of Pay: $29.00 (Based on education and/or years of relevant work experience reflected on the application). The North Carolina Office of Rural Health (ORH), a component of the Office of the Secretary, assists underserved communities and populations to develop innovative strategies for equal access, quality, and cost-effectiveness of health care for all by working with communities to meet the health needs of all underserved residents, to foster state and local partnerships with ownership vested in communities, to provide in-depth technical assistance provided on an on-going basis, to assure clear and measurable accountability, and to seek to eliminate health disparities. The purpose of the Contracts Team, within ORH, has two functions: 1.) To provide administration of all ORH procurements, grants, and contracts 2.) To provide technical assistance to internal program staff and external contractors to ensure compliance with applicable state and federal regulations. In addition, this Team ensures accurate and timely payments to all ORH contractors.

Requirements

  • Bachelor’s degree in sociology, psychology, political science, business administration, public administration, or related field from an appropriately accredited institution and three years of experience related to the specific program assignment; or an equivalent combination of education and experience.

  • Demonstrated working knowledge of contracts and the contracting process, specifically the Code of Federal Regulations (CFR) 200, as well as generally accepted accounting principles
  • Enters scopes of work, budgets, and performance measures in Open Window
  • Creates contract shells in Open Window
  • Ability to develop and maintain effective working relationships with internal customers, particularly in complex or difficult situations
  • Well versed in Microsoft Office Suite
  • Ability to assist in interpreting and analyzing accounting data
  • Ability to organize and document effectively
  • Ability to communicate effectively orally and in writing

Responsibilities

  • Review Monthly Expenditure Reports MERs
  • Prepare payment memos and enter payment details into Zengine and Payment Tracker
  • Route payment memos for review and signatures
  • Manage and resolve payment memos that require corrections
  • Process payment entries in an internal database and creates payment memos for DHHS Office of the Controller
  • Implement financial management functions with internal divisions (DHHS Office of the Controller, DHHS Budget & Analysis)
  • Ensure adherence to state and federal laws, rules, policies, and procedures.
