Nice To Haves

  • Bachelor’s degree related to Planning or American Institute of Certified Planners certified planning certificate.
  • Minimum of one (1) year experience in a Master Planner position.
  • Minimum of one (1) year experience in project management.
  • Ability to communicate in written reports and briefings.
  • Experience with Department of the Army level master planning is highly preferred.
  • Ideal candidate will have knowledge and experience with the Department of the Army’s Real Property Planning and Analysis System (RPLANS) and Army Stationing and Installation Plan (ASIP) automation systems.
  • Candidates should understand the Army Reserve Real Property Master Planning (RPMP) program.
  • Military Construction professional training, including, but not limited to: Economic Analysis, Master Planning, Army Reserve Construction and Real Estate and/or other job-related training.

Responsibilities

  • Shall develop recommendations to inform the United States Army Reserve Command (USARC) subordinate commands and installations stakeholders in the development of their Real Property Master Plans (RPMP) using knowledge and guidance necessary to complete a corporate RPMP and other Master Planning deliverables for the United States Army Reserve (USAR). The contractor will develop recommendations to inform courses of action that resolve issues regarding the stationing and training of units, facility utilization, facility revitalization, and environmental concerns.
  • Perform in-depth technical assessments of Army Reserve facilities in accordance with the Unified Facilities Criteria (UFC) Installation Master Planning 2-100-01 using practical knowledge of construction practices, methods, and techniques. As part of the study, develop recommendations to inform installation plans by applying knowledge of USAR policy directives, Army Reserve component missions, units, organizations, and capabilities. (Approximately 12 facility study per year)
  • In-depth Requirements Analysis of category codes using AR 140-483 and category code characteristics in RPLANS to calculate requirements based on populations from ASIP. Results should be documented in an Army Information Paper. Requirements Analysis recommendations help inform Master Planning at each Installation. (Approximately 4 actions per year)
  • Obtain information from planners at the Readiness Division DPW and Army Reserve Funded Installations (ARFI) to develop and validate project documentation and materials for construction and/or modification of Reserve facilities specifications for functional adequacy with emphasis on site development, general quality of construction, compliance with Department of Army criteria, space allocation, and functional layout. (Approximately 12 project documentation validations per year)
  • Conduct site visits to verify existing conditions of applicable assets to ensure previous recommendations are accurate and valid. Review Master Planning documents for consistency with UFC 2-100-01. Prepare recommendations for the improvement of these plans. (2 site visits and 4 recommendations per month)
  • Develop recommendations to inform USARC stakeholders with the planning of assigned projects from both the fiscal and schedule perspectives.
  • Give recommendations on the development of project analysis; design and renovation of US Army Reserve Centers, Organizational Maintenance Shop (OMS), Army Maintenance Support Activity (AMSA) and associated facilities; design and construction of headquarters projects involving multiple and joint users. This is accomplished by coordinating with the Readiness Divisions, ARFIs, and US Army Corps of Engineers districts to assure that projects meet the program objectives and quality expectations as documented in 1390/1391 and the Project Management Plan (PMP). Conduct site visit to undeveloped sites for the purpose of site evaluation and to construction sites for inspections to develop recommendations to ensure consistency with Army Regulations and Directives. (Approximately 40 military construction efforts, 6 briefings, and 8 site visits in a 12-month period).
  • Facility Requirements Management. Develop program recommendations to inform USARC stakeholders for military construction requirement assessment, validation, and documentation.
  • Program Development. The candidate shall draft recommendations to inform the development of a master planning program, which promotes standardized real property and asset management policies and procedures for incorporation in the Army Reserve Military Construction (MCAR) and Real Estate programs. The primary objective of program / project management and master planning is to ensure the timely development of quality exchange agreements and the efficient execution of designated MCAR, Real Estate, and asset management program actions, to include any ancillary supporting documentation. (Approximately 12 actions per year)
  • Keep the Strategic Planning and Integration Branch Chief informed of all progress associated with the MCAR, Real Estate, and Assets Management actions through preparation of documentation (such as Master Facilities List and Project Sheets, Concept Discussion Papers, Information Papers), and preparing and conduct briefings. (Approximately 12 actions per year)
  • Support the development of formats for, and review of requests and associated documentation in order to ensure sufficiency and consistency of data. The contractor reviews major action proposals and compares them with MCAR Future Year Development Plan (FYDP) and approved Master Plans to ascertain impacts on future real estate requirements. The contractor briefs the USARC and Army Reserve Installation Management Division (ARIMD) staff and provides updates on Army Reserve facilities, locations, conditions, and readiness issues, to inform the development of future requirements. (Approximately 12 actions per year)
  • Develop recommendations associated with MCAR, Real Estate and Asset Management Programs. (Approximately 12 actions per year)
  • The candidate shall develop and maintain current project summaries of the Army Reserve Master Planning. Review requests and associated documentation for Army Reserve real estate actions to ensure sufficiency and consistency of data. Set up meetings, record minutes, and follow assigned tasks through completion and ensure timelines are met to allow project execution. Draft recommendations supporting the acquisition and disposal of Army Reserve real property. Travel to Army Reserve facilities to verify elements of the subject deliverable. Draft recommendations for revision of AR 140-483 and other Army Reserve policies. (Approximately 25 actions per year)
  • Provide expertise to support the USARC G-3/5/7 directorate and coordinate with ARIMD Master Planners and the subordinate Readiness Divisions and ARFIs with the processing of facility planning information and documentation from PAX, future Military Construction (MILCON) projects, management. Design and prepare special textual reports, maps and geographic information illustrations from ASIP, RPLANS, and PAX data, as well as other external data and mapping sources. Coordinate the dissemination of data and input to the USARC, ARIMD and Installation/Readiness Division’s staff. (Approximately 25 actions per year)
  • Provide assistance to facility planners at each RD and ARFIs annually for training in the employment and integration of various facility information programs, to include ASIP, RPLANS, ISR-I, HQIIS, GFEBS, and USAR interface programs, and to validate requirements for real property and MILCON projects. Site visits will include a review and an assessment of user capabilities that affect Army Reserve facility data quality. (Approximately 12 actions per year)
  • Travel to and facilitate the execution of the Real Property Planning Board. Coordinate with Readiness Division’s DPW and ARFIs to synchronize project status and proposal slides. Assist in ensuring that the RPMP reflects any changes in the USAR mission and projects growth or reduction in accordance with the Commanding General’s guidance. (2 actions per year)
