About The Position

The Land and Recreation Grants Section assists Florida’s local communities with unmet financial needs for conservation and recreation. This managerial position: Administers, supervises, directs and coordinates all grant services to grantees for grant-in-aide assistance under one or a combination of the following programs for the Department of Environmental Protection: Florida Communities Trust, Land and Water Conservation Fund Program, Florida Recreation Development Assistance Program, Recreational Trails Program and legislative line-item grants as appropriated annually for federal, state and local grant funds. Responsible for effectively communicating with and evaluating subordinates on direct work performance and for time and attendance of subordinates. Mains thorough knowledge and understanding of all federal and Florida Statutes (F.S.), Florida Administrative Code (F.A.C.) rules and associated procedures associated with the grant programs, including Chapters 253, 258, 259, 375 and 380, Part III, F.S.; Chapter 62, F.A.C.; Recreational Trails Program guidance; and the Land and Water Conservation Fund State Assistance Program manual. Ensures the timely completion and submission of reports or components of reports as required by statute, rule or the division. Mains effective professional working relationships with all partners, applicants, representatives and agents of the grant programs on behalf of the division. Ensures the implementation, modernization and maintenance of grant management systems and proper records storage and retention protocols. Reviews and maintains budget, fiscal, contract administration policies and ensures compliance of administrative financial requirements, procedures, guidelines and related directives by the staff and grantees in all programs implemented by the local grants section. Conducts research, makes recommendations and provides consultation to management on issues and policies to improve program functions, operational procedures and management capabilities. Independently performs complex assignments under limited supervision; analyzes and resolves problems. Performs other duties as assigned.

Requirements

  • Knowledge of: Management principles and practices; methods of data collection and analysis.
  • Skill in: Utilizing computer equipment and various software programs.
  • Ability to: Manage and supervise; communicate effectively verbally and in writing; formulate policies and procedures; establish and maintain effective working relationships with others; understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; organize data into logical format for presentation in reports, documents and other written materials; collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work and other activities relating to the improvement of operational and management practices; conduct fact-finding research; work independently; and solve problems and make decisions.
