About The Position

The EPA Compliance Analyst – Energy Trading is responsible for ensuring that all aspects of the company’s energy trading operations—spanning fuel procurement, blending, importing/exporting, and environmental credit management—are fully compliant with applicable U.S. Environmental Protection Agency (EPA) regulations. This includes the Renewable Fuel Standard (RFS), Low Carbon Fuel Standard (LCFS), and other environmental trading and reporting obligations. Additionally, this role oversees duty drawback programs related to the import and export of fuel products, ensuring timely recovery of eligible duties and taxes under U.S. Customs and Border Protection (CBP) rules. This position requires deep expertise in environmental credit markets (e.g., RINs, LCFS credits, RECs), regulatory reporting, duty drawback procedures, and coordination across trading, logistics, legal, and operational teams. The ideal candidate will bring a strategic mindset and strong operational knowledge of both environmental and trade compliance frameworks.

Requirements

  • Bachelor’s degree in Environmental Science, Engineering, Business, Legal Studies, or a related field
  • Minimum of 3 years’ experience in environmental compliance, fuel blending, or energy trading with a focus on EPA regulatory programs
  • In-depth knowledge of RFS compliance, RIN markets, and the EPA’s EMTS platform
  • Experience with U.S. customs and duty drawback programs (e.g., manufacturing, substitution, or direct identification) strongly preferred
  • Strong working knowledge of EPA fuel and emissions programs, GHG reporting, credit markets, and U.S. customs regulations
  • Proficiency with compliance platforms such as EMTS, CARB LRT, and internal fuel tracking systems
  • Excellent analytical, organizational, and communication skills
  • Ability to manage complex regulatory workflows across cross-functional teams under time-sensitive conditions
  • High attention to detail and sound judgment in interpreting regulatory language and compliance obligations
  • Proficient in navigating and utilizing ETRM systems for trade capture, with a strong preference for experience in Right Angle.

Nice To Haves

  • Advanced degree or relevant certifications (MBA, CTPAT, Customs Broker License) strongly preferred
  • Prior experience with state programs such as CARB LCFS is a plus
  • Familiarity with duty drawback software or customs management platforms (e.g., Descartes, Integration Point) is a plus

Responsibilities

  • Ensure full compliance with EPA regulations impacting energy trading, including: o Renewable Fuel Standard (RFS1/RFS2) o Tier 3 Gasoline Sulfur Standards o Reformulated Gasoline (RFG) and Conventional Gasoline rules
  • Oversee the lifecycle of Renewable Identification Numbers (RINs), including generation, trading, and retirement, in alignment with Obligated Party requirements
  • Prepare and submit timely and accurate EPA filings, including: o Moderated Transaction System (EMTS) reports o Fuel program batch reports
  • Monitor and manage environmental credit positions (RINs, LCFS, RECs, Sulfur & Benzene credits) to ensure compliance and support trading strategy
  • Provide market insights and regulatory guidance on credit pricing, position strategy, and evolving EPA policies
  • Collaborate with traders and risk managers to ensure environmental instruments are acquired and reported in accordance with compliance standards
  • Maintain comprehensive documentation to support EPA audits, third-party attestations, and engineering verifications
  • Identify, assess, and mitigate compliance risks related to blending, importing, and reporting of fuels
  • Manage and oversee duty drawback filings for eligible imports and exports of fuel products, ensuring accuracy and alignment with CBP regulations
  • Develop internal systems to track drawback-eligible transactions, coordinate with brokers, and recover maximum allowable refunds
  • Serve as a key liaison between compliance, trading, scheduling, terminal operations, logistics, and legal teams
  • Interface directly with the EPA, CBP, and applicable state agencies on filings, audits, inquiries, and enforcement actions
  • Coordinate with customs brokers and tax recovery teams to ensure accurate and timely filing of drawback claims
  • Deliver training and guidance to internal teams on EPA regulations, duty drawback opportunities, policy updates, and internal procedures
