About The Position

The Computer and Information Systems Manager (CISM-III) leads the IT support and modernization efforts for the Office of the Deputy Chief Financial Officer (ODCFO) under Task 3 (Mission Acceleration). This role focuses on maintaining current audit support applications while delivering new, scalable solutions to accelerate audit remediation. The CISM-III applies ITIL and Software Development Life Cycle (SDLC) best practices to ensure effective Operations & Maintenance (O&M) and seamless new development integration.

Requirements

• Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field.
• Minimum of 5 years of concurrent experience supporting DoW requirements similar to Task 3 (Mission Acceleration).
• Extensive experience with ITIL frameworks (incident, problem, change management) and SDLC methodologies.
• Ability to lead requirements analysis, system design, and deployment for new software solutions.

Nice To Haves

• Experience managing DoD-specific platforms such as SharePoint Online (DoD365), JIRA, and Advana is highly preferred.
• Strong knowledge of SharePoint site collection management, workflows, and Power Automate.
• Proficiency in managing JIRA platforms for audit finding tracking (NFR Database).
• Familiarity with dashboard development tools like Qlik.

Responsibilities

• IT Operations & Maintenance (O&M): Provide full O&M support, including site maintenance, user support, and issue resolution for critical audit applications like the FIAR Portal, Audit Response Center (ARC), and RMIC Platform.
• Application Development & Modernization: Lead full SDLC efforts to deliver scalable, secure applications and replace outdated workflows with modern automation technologies.
• Process Management: Implement and manage ITIL processes, including incident management, problem management, and change enablement to ensure continual service improvement.
• Database & Dashboard Oversight: Manage the NFR Database (JIRA) for data integrity and oversee the development and sustainment of Advana/Qlik dashboards for audit reporting.
