The tasks listed below are those that represent the majority of the time spent working in this position. Management may assign additional tasks related to the type of work of the position as necessary. Conducts scheduled field inspections of capital and in-house construction projects to ensure compliance with approved plans, specifications, and applicable standards. Performs construction observation and documentation of contractor activities for wastewater collection system and treatment plant projects, including installation, equipment startup, and testing. Identifies discrepancies between design documents and actual field conditions and coordinates resolutions with engineering or senior inspection staff. Maintains construction status and daily logs, documenting progress, issues, and milestones using appropriate ReWa tools. Maintains accurate and organized field notes, photo documentation, and inspection reports. Supports the verification of quantities for payment applications. Notifies project managers of deviations from the contract documents. Participates in pre-construction conferences and communicates with property owners prior to the start of construction. Develops and assists with punch lists and final acceptance inspections. Responds to inquiries and requests related to construction observations, standards, and field activities. Participates in training, seminars, and meetings to maintain and enhance technical knowledge and skills. Operates a ReWa vehicle and a variety of technical equipment to support field inspections and documentation. Inspects sewer line and treatment facility construction activities, including trench excavation, pipe installation, bedding/backfill, manholes, service laterals, thrust blocking, roadway repairs, restraint systems, and creek crossings. Observes the construction of collection system pump stations and wastewater treatment facilities, including mechanical piping, electrical systems, instrumentation/control, HVAC, plumbing, architectural elements, and structural components. Confirms that vertical and horizontal controls are properly established and maintained; ensures rights-of-way and disturbed areas are properly restored post-construction. Identifies discrepancies between field work and design documents, recommends corrective actions to contractors, and verifies compliance with resolution efforts. Observes testing procedures, including vacuum, low-pressure air, mandrel, and hydrostatic tests on installed infrastructure. Coordinates with materials testing firms for required construction testing and performs stormwater inspections. Performs inspections of service lateral connections to verify compliance with SCDES and ReWa requirements. Notifies appropriate engineering or senior inspection staff when projects are ready for final inspections and participates in SCDES and internal inspections as needed. Reviews and verifies contractor as-built drawings and ensures changes are accurately documented. Conducts topographic surveys and prepares sewer profiles, cross-sections, and sketches for sewer line and waterway crossing projects. Collects accurate field data using GPS; documents infrastructure locations and updates as-built drawings. Captures field measurements and creates drawings to support project documentation and GIS integration. Identifies existing sewer infrastructure in the field and verifies locations relative to proposed service areas. Assists with preliminary field assessments to determine ReWa’s ability to provide service to prospective customers. Coordinates with assigned engineering project managers or senior construction inspectors and resolves field issues or complex construction/design challenges. Assists in reviewing and processing contractor pay applications and authorizes partial payment requests based on field verification. Maintains communication with contractors, consultants, property owners, and internal departments to support project progress and stakeholder understanding. Responds to stakeholder inquiries, complaints, and service requests related to construction phase activities. Represents ReWa in the field as needed and ensures a professional and cooperative relationship with the public and construction teams. Attends conferences, meetings, training, seminars, etc., as necessary to maintain and enhance job knowledge and skills. Management may assign additional duties as trained and qualified to do so, related to the work of the position, as necessary.
