About The Position

Buchart Horn is seeking a Construction Services Technician II to support transportation construction projects through on-site observation, documentation, and coordination. In this role, you will serve as the owner’s representative and agent of the engineer, ensuring construction activities are completed in accordance with contract documents, specifications, and approved plans. Working under moderate supervision from the Construction Manager, you will play a key role in maintaining quality, safety, and compliance on active transportation projects while collaborating closely with engineers, contractors, and project stakeholders.

Requirements

  • High School Diploma or equivalent
  • Two years as a Construction Services Technician I (Grade 4) or five years of progressively responsible construction inspection or related field experience
  • Associate Degree in engineering or a related technology field may substitute for one year of required experience
  • Required safety training, including Work Zone Safety, OSHA 10-Hour, and Confined Space Entrant Training
  • Ability to obtain and maintain required professional certifications
  • Proficiency in Microsoft Office applications
  • Strong organizational and documentation skills
  • Ability to communicate effectively with engineers, contractors, and clients
  • Attention to detail and commitment to quality and safety
  • Transportation Projects: NICET Level II (or equivalent) in Asphalt, Concrete, and Soils within six months of hire
  • NICET Level II (or equivalent) in Highway Construction within one year of hire
  • NECEPT Field Technician Certification or equivalent
  • Environmental Projects: NICET Level II (or equivalent) in Building Construction: Water/Wastewater Plants within six months of hire
  • Prolonged periods of sitting, standing, and walking throughout the workday
  • Ability to operate tools, equipment, and controls, and reach with hands and arms
  • Occasional climbing, balancing, stooping, kneeling, crouching, or crawling
  • Regular work in outdoor weather conditions and active construction environments
  • Ability to lift up to 15 pounds
  • Ability to travel to and safely navigate various project sites

Responsibilities

  • Perform overall on-site observation for transportation construction projects
  • Provide direction and guidance to Construction Services Technician I staff or trainees as needed
  • Attend pre-construction meetings, job conferences, and project meetings; maintain and distribute meeting records
  • Obtain and distribute contractor progress schedules to owners and engineers
  • Assist engineers with reviewing proposed suppliers and subcontractors and obtaining field samples
  • Verify required testing and observe, record, and report testing procedures and start-ups
  • Maintain approved shop drawings and observe construction for compliance with contract documents
  • Transmit contract interpretations as provided by the engineer
  • Review and evaluate contractor requests for modifications and provide recommendations to the engineer
  • Maintain project documentation, correspondence, drawings, and daily field diaries
  • Review contractor payment applications and forward recommendations to the engineer
  • Conduct substantial completion inspections and verify completion of all corrective items
